3 strategic breakthroughs, creating motivation to promote national development
On the morning of January 21, speaking at the 14th Party Congress with the theme: "Building a Government that builds development, is incorruptible, acts decisively, and serves the People", Member of the Party Central Committee, Member of the Standing Committee of the Government Party Committee, Deputy Prime Minister Pham Thi Thanh Tra emphasized that the 2021 - 2025 term is a particularly difficult term, unprecedented.
But in that harsh challenge, under the leadership of the Party, the Government firmly adheres to the consistent motto in leadership, direction, and administration: Constructing to build a strategic vision, creating institutions, leading to open the way, unlocking and mobilizing all social resources for national development - Integrity to create a foundation of values, maintain trust - Act decisively to transform the Party and State's guidelines and policies into concrete results that are perceived and enjoyed by the people - Serving the people is the ultimate goal, noticing the Party blending with the people's hearts, for a prosperous and happy life for the people.
The results created a foundation for stable, rapid and sustainable socio-economic development, completing 22/26 key targets, of which all social targets were exceeded.
Notably, the macroeconomy is stable, inflation is controlled, major balances are ensured, GDP growth in 2025 reached 8.02%, an average of 6.3% in 5 years, belonging to the high group in the region and the world, bringing our country into the group of high middle-income countries.
Vietnam became a successful model in implementing the Millennium Development Goals on poverty reduction; the happiness index ranked 46/143 countries, an increase of 37 places compared to 2020.
The Government has drastically implemented 3 strategic breakthroughs, creating motivation to promote national development.
In particular, thoroughly grasping the Party's policy, the Government has directed the urgent, drastic, and effective implementation of the revolution to arrange organizations, streamline the apparatus and build a 2-level local government, opening up a new development space, creating a breakthrough in building a streamlined state apparatus, improving the efficiency of national governance, building development and serving the people better.
Pay attention to building a culture of integrity, discipline, and order
Deputy Prime Minister Pham Thi Thanh Tra said that, thoroughly grasping the spirit of the 14th Party Congress, the country entered a new stage of development, with historical turning points, the Government continues to make every effort to implement the mission of "creating development, integrity, drastic action, serving the People".
In which, focus on the following 6 key tasks:
First, continue to break through in building and perfecting institutions, freeing up all resources for development; considering this as a "breakthrough of breakthrough", a national competitive advantage.
The institution must truly transform the management state to build for development; reduce compliance costs for people and businesses, and arouse the aspiration, belief and strong will to rise up of the whole society.
Second, promote industrialization, modernization, economic restructuring, strongly innovate the growth model; take science and technology, innovation, and digital transformation as the main driving forces; high-quality human resources as the core factors to promote new growth drivers. Focus on building strategic autonomy, developing key industries and spearhead industries.
Third, focus on developing a synchronous and modern strategic infrastructure system, creating a new development space.
Fourth, focus on culture and society, creating a foundation for the country to develop quickly and sustainably. Continue to improve social policies, putting people and people's happiness at the center, ensuring fairness, inclusiveness, and sustainability - closely linked to economic development, progress and social justice "not leaving anyone behind".
Fifth, innovate and modernize national governance, taking service efficiency and satisfaction of people and businesses as a measure; promote the construction of digital government, digital society and digital citizens on a unified, synchronous, smooth, and shared digital data platform in the state administrative system and people in real time.
In particular, the Government pays attention to building a culture of integrity; discipline and order; promoting the prevention and fight against corruption, negativity, and wastefulness; building a team of cadres, civil servants, and public employees who dare to think, dare to do, dare to take responsibility, taking honor as the most sacred thing, taking service efficiency to the people as the core value, putting national and ethnic interests first.
Sixth, consolidate and strengthen the potential of national defense and security, firmly protect national independence and sovereignty, and ensure the peaceful and happy life of the people.
Emphasizing that "the spirit of the Congress is of belief and aspiration, of breakthrough and action, discipline and creativity, solidarity and development", Deputy Prime Minister Pham Thi Thanh Tra affirmed that this will be a strong driving force, a core value for the Government to continue to make every effort, maximize the mission of building development, take integrity as the foundation, take decisive action as a commitment and take serving the people as the ultimate goal, together with the entire Party, entire people, and entire army to soon bring the Resolution of the 14th Party Congress into life, contributing to realizing the aspiration to build a rich, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism.
