In yesterday afternoon's working session (January 20), delegates worked at the Delegation, discussing the Congress documents.
In the opening session on the morning of January 20, Politburo Member, President Luong Cuong, on behalf of the Presidium, delivered the opening speech of the Congress.
General Secretary To Lam presented the Report of the 13th Central Committee of the Party on documents submitted to the 14th Party Congress.
The General Secretary emphasized that the motto "Unity - Democracy - Discipline - Breakthrough - Development" of the Congress is an appeal, a command of responsibility before history.
Under the glorious flag of the Party, the entire Party, the entire people, and the entire army joined hands, determined to innovate, and act decisively for a peaceful, independent, democratic, prosperous, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism. The theme of the 14th Congress requires us to be more united, disciplined, and more creative; and at the same time, to humbly learn, know how to listen, and know how to correct ourselves to improve and make continuous progress. The 14th Congress has the historical responsibility of establishing "leaving platform" decisions to successfully implement the two 100-year strategic goals of the country.
The general objectives are: Maintaining a peaceful and stable environment; rapid and sustainable development of the country; improving and comprehensively improving people's lives; strategic autonomy, self-reliance, confidence, and strong progress in the new era of the nation; successfully implementing the goal of becoming a developing country with modern industry and high middle-income by 2030; realizing the vision of becoming a developed country with high income by 2045, a socialist country of peace, independence, democracy, prosperity, prosperity, civilization, and happiness. Striving to achieve an average gross domestic product (GDP) growth rate for the period 2026 - 2030 of 10%/year or more; GDP per capita by 2030 reaching about 8,500 USD/year.

Also in the opening session on the morning of January 20, Ms. Bui Thi Quynh Van, Member of the Party Central Committee, Deputy Head of the Central Organization Committee, on behalf of the Secretariat, presented the Notice on congratulatory telegrams from political parties, organizations, international friends and overseas Vietnamese sent to the 14th National Congress of the Communist Party of Vietnam (first time) with a number of 559 congratulatory letters and telegrams, including 109 political parties, 6 international and regional organizations, 16 individuals, 122 people's organizations and 306 Vietnamese associations abroad.
Politburo Member, Prime Minister Pham Minh Chinh, on behalf of the Presidium and the entire Congress, delivered a speech expressing his respect and gratitude for the friendly feelings, cooperation, concern, encouragement, support and valuable assistance of political parties, organizations and international friends who have given to the Communist Party of Vietnam and our People; affirming that the Communist Party of Vietnam continues to consistently implement the outlined foreign policy, strengthen friendship and cooperation with countries, political parties, organizations and international friends, contributing to the cause of peace, national independence, democracy and social progress in the world.
Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu presented the Report on reviewing the leadership and direction of the 13th Central Committee of the Party.
