In Resolution No. 205/NQ-CP dated August 1, 2026, the Government approved the dossier of the Project on establishing Bac Ninh City directly under the Central Government at the request of the Ministry of Home Affairs.
The Government assigns the Ministry of Home Affairs to preside over and coordinate with relevant ministries and agencies to fully absorb the opinions of Government members to complete the submission, project, and draft Resolution of the National Assembly on the establishment of Bac Ninh City directly under the Central Government according to regulations.
The Government assigns the Minister of Home Affairs, authorized by the Prime Minister, to represent the Government in signing the submission, project, report on receiving, explaining, and revising the dossier of the project to establish Bac Ninh City directly under the Central Government according to the opinions of the National Assembly, the National Assembly Standing Committee, the National Assembly agencies and National Assembly Deputies.
The Ministry of Home Affairs is fully responsible for the content of project dossiers, draft Resolutions and proposed issues, reports; prepare complete dossiers and documents to send to the National Assembly, the National Assembly Standing Committee and National Assembly agencies, ensuring quality and timeliness according to regulations; proactively report and explain to the National Assembly and the National Assembly Standing Committee to ensure strictness and compliance with regulations; promptly report to the Prime Minister on issues arising beyond their authority.
Previously, Bac Ninh Provincial People's Committee issued Project No. 576/DA-UBND on establishing Bac Ninh City directly under the Central Government based on the administrative boundaries of Bac Ninh province.
The project clearly states that the establishment of Bac Ninh City aims to build a green, smart, modern, civilized city, rich in Kinh Bac cultural identity; economic development associated with environmental protection, taking science, technology, innovation and digital transformation as the main driving force for growth.
At the same time, focus on developing high-tech industries, especially semiconductor industries, microchip production, artificial intelligence; building a synchronous and modern transportation and logistics infrastructure system; developing streamlined, effective, efficient urban government, improving the quality of people's lives and ensuring solid national defense and security.
According to the project, Bac Ninh province currently has a natural area of 4,713.75km2, a population of nearly 4 million people with 99 commune-level administrative units.
Bac Ninh holds the position of the northern gateway to Hanoi Capital, is the center of the Hanoi - Hai Phong - Quang Ninh economic triangle, and is also located on important economic corridors of the North, with favorable conditions for developing high-tech industry, logistics and connecting domestic and international trade.
