Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc signed Decision No. 1242/QD-TTg dated July 8, 2026 approving the Task of General Urban Planning of Bac Ninh to 2050, vision to 2075.
The decision clearly states that the planning objectives are to concretize the development orientation of Bac Ninh province to become a centrally-run city; organize urban space, population distribution and reasonable land use to develop Bac Ninh city as a model of a green, smart, modern, civilized, and prosperous city.
In terms of urban nature, Bac Ninh's development is a type I urban area, a centrally-run city, a growth pole and an important driving force for the development of Hanoi urban area and the Red River Delta region; a green, smart, modern, civilized, rich and beautiful urban area, imbued with Kinh Bac cultural identity.
As an important traffic hub, a multimodal logistics center connecting domestic and international economic corridors; a modern, high-tech industrial center and a science, technology, and innovation center of the country and region.
It is a typical cultural and historical urban area of the Northern Delta region on the basis of preserving and promoting the values of tangible and intangible cultural heritage in harmony with the natural ecosystem; it is an area with an important strategic position in terms of national defense and security, the Northeast gateway of Hanoi capital.
Regarding population size, it is expected that by 2040: The total population size of the whole city will be about 7.0 - 8.0 million people (of which the permanent population is about: 6.5 - 7.0 million people); by 2050, the total population size of the whole city will be about 8.0 - 9.0 million people (of which the permanent population is about: 7.0 - 7.5 million people); vision to 2075, the city can accommodate over 10 million people.
Forecast land scale by 2040, urban and rural construction land area is about 170,000 - 200,000 ha; by 2050, urban and rural construction land area is about 200,000 - 240,000 ha.
Regarding the organization of functional areas, key areas of development: Determine the location, scope and orientation of the organization of the space of functional areas, key areas of development and areas of important political, cultural, historical, security, and defense significance (if any).
Orienting the system of urban-level administrative centers, training centers, health, culture, sports, innovation centers; identifying modern logistics centers, inland ports - ICD associated with traffic hubs and Gia Binh International Airport.
