Implementing the policy on arranging villages and residential groups (TTDP), the Government has assigned the Ministry of Home Affairs to preside over the development of a Decree on the organization and operation of TTDP and a number of regimes and policies for non-specialized personnel in TTDP.
TTDP arrangement must ensure compliance with the 2-level local government model; comply with criteria and standards according to regulations; and be associated with historical and cultural characteristics, natural conditions, population size and population distribution of each area.
General orientations in arranging TTDP in the direction of streamlining focal points, reducing the number, ensuring compliance with the scale, reality, and characteristics of each region.
Currently, the scale of households for villages in communes; conditions for merging TTDP are regulated in Circular 04/2012/TT-BNV (amended and supplemented in Circular 14/2018/TT-BNV).
Regarding the number of Deputy Village Heads, Article 4 of Circular 04/2012/TT-BNV (amended by Clause 2, Article 1 of Circular 14/2018/TT-BNV) stipulates the organization of TTDP as follows:
1. Each village has a Village Head; each residential group has a Neighborhood Group Head. If necessary, there is 1 Deputy Village Head, 1 Deputy Neighborhood Group Head.
2. Deputy Village Heads and Deputy Neighborhood Group Leaders are selected by Village Heads and Neighborhood Group Leaders after agreeing with the Head of the Fatherland Front Committee of TTDP; The commune-level People's Committee decides to recognize Deputy Village Heads and Deputy Neighborhood Group Leaders.
Thus, according to current regulations, each village has a Village Head; each residential group has a Neighborhood Group Leader. If necessary, there is 1 Deputy Village Head, 1 Deputy Neighborhood Group Leader.
According to Decree 33/2023/ND-CP, non-specialized personnel at the commune and TTDP levels to enjoy monthly allowances include Party cell secretaries, village heads or neighborhood group leaders, and Heads of Fatherland Front Committees.
Thus, the Deputy Village Head is not one of the three professional titles in the village, so he is not entitled to monthly allowances. However, he will be entitled to allowances for subjects directly participating in activities in the village (Clause 7, Article 33 of Decree 33/2023/ND-CP).
The allowance level for Deputy Village Heads will be submitted by the Provincial People's Committee to the People's Council of the same level based on the allowance fund contracted by the Central budget for each village, the funding for local salary reform and the specific characteristics of each village.
Implementing Resolution 18-NQ/TW and current legal regulations, the arrangement of TTDP in the past time has achieved important results, reducing from nearly 137,000 units in 2015 to more than 89,500 units in 2025.
