Politburo member and National Assembly Chairman Tran Thanh Man attended and delivered a speech at the 20th session of the 16th Hanoi People's Council. National Assembly Chairman Tran Thanh Man also pointed out that the potential and advantages of the capital have not been fully exploited and promoted. Hanoi has not clearly demonstrated its role as the center and driving force for growth and development of the Red River Delta, the key economic region of the North and the whole country; its competitiveness compared to the region and the world is still low.
Economic and social infrastructure development has not met requirements; planning, planning management, land management, urban development, traffic safety and order, fire and explosion prevention and fighting, and environmental protection are still inadequate; many large projects are slow to be implemented, causing waste of resources. Party building and political system building, organizational apparatus and personnel work have not met requirements. "These are issues that the city needs to continue to pay attention to and resolve," the National Assembly Chairman emphasized.
Entering 2025, the National Assembly Chairman proposed five key tasks for the city to focus on. Firstly, the city needs to be more drastic in restructuring the economy in conjunction with growth model innovation; focus on prioritizing resources to successfully implement strategic breakthroughs, remove bottlenecks and bottlenecks in institutions, infrastructure and human resources. Proactively issue mechanisms and policies to implement the Capital Law in 2025 with specific mechanisms and policies for Hanoi to develop breakthroughs. Secondly, focus on implementing party congresses at all levels towards the 14th National Party Congress, electing deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term to ensure quality and on schedule; resolutely not allowing the situation of avoiding or shirking responsibility; encouraging and protecting cadres with a spirit of innovation, daring to think, daring to do, daring to take responsibility for the common good. Third, focus on prioritizing resources, creating a stronger breakthrough in the system of synchronous, smart, modern, and highly connected infrastructure... Fourth, focus on preventing corruption, waste, and negativity; Fifth, the Hanoi People's Council continues to promote the spirit of innovation in its activities, and must always be a "typical model" of the People's Councils of provinces and cities across the country.
