The Vice Chairman of the National Assembly said that delegates proposed that the Government clarify the principles of policy management throughout the planned period, ensuring balance and rationality between the growth target and the requirement to maintain macroeconomic stability and major balances.
At the same time, quantify and clearly define the main resources associated with the mobilization progress, capital absorption capacity and efficiency of use, overcome the situation of widespread allocation and slow in bringing resources into the economy.
Regarding the salary policy for civil servants and public employees, the Vice Chairman of the National Assembly said that this content is currently being studied and reported to competent authorities for comments.

At the morning discussion session on the same day, delegate Ly Tiet Hanh (Gia Lai Delegation) proposed that the National Assembly and Government should pay attention to and have a close and accurate assessment of the actual situation of operation, task performance, working regime, salary regime, and working environment of the apparatus and team of officials, civil servants and public employees today.
According to the delegate, many localities are currently reflecting a shortage of staff and working people. Therefore, it is necessary to objectively assess this issue, find the causes and appropriate solutions to overcome them.
Regarding recruitment policies, in many localities, the team of non-specialized commune-level officials is quite large. Many people have professional qualifications and practical work experience, are very familiar with the job and provide very good support for the work of communes and wards.
However, there are currently no specific regulations on recruiting this team into civil servants and public employees for long-term service.
From there, delegates proposed that the Government study and have specific regulations from the mechanism of recruitment and training, fostering cadres, civil servants, and public employees for the next stage.

Delegate Pham Van Hoa (Dong Thap Delegation) said that according to the Government's plan to increase the base salary from July 1, this is a positive and humane signal for cadres, civil servants, and public employees who are receiving salaries in the public sector.
However, for workers outside the public sector, low-income people, freelancers... market prices on essential goods may increase. Therefore, the delegate proposed that the Government have fundamental solutions to ensure social security for this group so that they do not lag behind.
Sharing more on the sidelines of the National Assembly, delegate Pham Van Hoa highly agreed with the direction of building salary scales according to job positions, saying that this is the right step, suitable for reality.
According to the delegate, the current salary payment mechanism still has inadequacies when focusing on seniority, leading to the situation of "coming on time again", while work efficiency is not commensurate. Even in some cases, the salary of lower-level officials is higher than those holding leadership positions just because of working time factors.
The principle that needs to be clearly established is to work in which position, receive salary according to that position, link income with workload, quality and level of responsibility, instead of mainly depending on seniority.
