On the afternoon of August 23, Deputy Prime Minister Nguyen Hoa Binh, Head of Steering Committee 751, had a working session with the Standing Committee of Khanh Hoa Provincial Party Committee on removing difficulties and obstacles for projects in the province.
Removing land obstacles, strengthening people's trust
The report of Khanh Hoa province said that through review, the province has identified 245 projects and works that are behind schedule, backlogged, prolonged, and low-efficiency.
Of which, 11 projects are under the scope of handling of Resolution No. 170/2024/QH15 of the National Assembly; 142 projects need to request mechanisms and policies from the Central Government and 92 local projects are being proactively handled according to their authority.
Affirming that this is a huge amount of work, spreading across many fields, Khanh Hoa province said that this task requires both the province's drastic and proactive efforts and the attention and orientation of the Central agencies to ensure synchronous and final handling.
The Provincial Party Committee Standing Committee clearly identified this as a key political task to clean up the investment environment, strengthen the trust of the people and the business community.
At the meeting, leaders of central ministries and branches gave opinions and recommendations on removing difficulties and handling obstacles for projects in Khanh Hoa province.
These are project groups, such as: groups to handle according to Resolution No. 170/2024/QH15 of the National Assembly; project groups with inspection and examination conclusions; project groups with planning problems; groups of projects that have not been inspected and examined; groups of projects with procedures problems...
Not to rectify regulations that are disadvantageous to businesses
Concluding the meeting, Deputy Prime Minister Nguyen Hoa Binh emphasized that Khanh Hoa province re-examined once again the number of 245 projects that have expired or are still arising.
For 11 projects included in Conclusion 77 and Resolution 170, Khanh Hoa province has only resolved 1 project; there are 10 projects that must be completely resolved because of the existing legal corridor.
For inspection projects, Deputy Prime Minister Nguyen Hoa Binh requested localities to inspect with signs of violations and not cause difficulties for businesses.
The inspection process must be objective, fair, affirming the truth, clarifying the wrong; not causing harassment or negativity.
For projects that are not subject to inspection, projects that have concluded the investigation, Khanh Hoa province is requested to classify, based on current law to propose a solution.
If it is not in accordance with the planning, the planning will be adjusted and supplemented, under the authority of handling.
In particular, Deputy Prime Minister Nguyen Hoa Binh requested that land prices be determined according to current law, not made to deposit to collect money for the budget.
Deputy Prime Minister Nguyen Hoa Binh affirmed that he does not review unfavorable regulations but allows the application of current regulations to benefit businesses.
Khanh Hoa is allowed to propose handling of projects with similar legal situations as Resolution 170.
For 245 projects that are still stuck, Khanh Hoa province will carefully review before reporting to the Government for solutions.
The Government will make public the need to remove obstacles for projects not only in Khanh Hoa but also across the country.
