On July 6, in Hanoi, the Party Committee of Central Party Agencies organized the second expanded Conference of the Standing Committee and the Conference of the Party Committee Executive Committee.
Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu, Secretary of the Party Committee of Central Party Agencies chaired the Conference.
Delegates discussed and gave opinions on the drafts: Summary report summarizing the work in the first 6 months of the year; key tasks for the last 6 months of 2026 of the Party Committee; Summary report summarizing the work of inspection, supervision and discipline of the Party in the first 6 months of the year; key tasks for the last 6 months of 2026 of the Party Committee; Report on finalization of operating expenses for 2025 and estimates of state budget revenue and expenditure for 2026.
Speaking to direct at the Conference, Standing Secretary of the Secretariat Tran Cam Tu requested the entire Party Committee to focus on effectively implementing a number of key tasks.
In which, continue to improve the quality of strategic advice for the Central Executive Committee, Politburo, and Secretariat. This is a core task, a particularly important requirement for the Central Party agencies.
Each agency and unit needs to proactively research new issues arising from practice; improve strategic forecasting capacity; early detect major issues affecting national development; advise on long-term, feasible, and effective guidelines and solutions. It is necessary to strongly shift from management thinking to development-creating thinking; from handling regular tasks to strategic research; from policy response to proactive policy creation," the Standing Secretary of the Secretariat stated clearly that this is a task that requires very high implementation requirements, so it is necessary to change the old thinking and ways of doing things, and have new ways and methods of working to complete the task.
The Standing Committee of the Secretariat emphasized the requirement to build truly pioneering Party agencies in digital transformation. Party committees at all levels need to determine that digital transformation is not only about applying technology but also comprehensively innovating methods of leadership, management, administration and organization of task implementation.
It is necessary to create substantive changes in the use of digital data, digital platforms, artificial intelligence and new technologies in the operation of Party agencies; pay attention to digital transformation must be associated with digital safety.
Along with that, continue to build a truly clean and strong Party Committee. Focus on political and ideological education; maintain solidarity and unity; strengthen discipline and order; build a contingent of cadres with firm political bravery, innovative thinking, high professional capacity and spirit of serving the Fatherland and serving the people.
Standing Secretary of the Secretariat Tran Cam Tu emphasized the requirement to improve the effectiveness and efficiency of inspection and supervision work. Inspection must go one step ahead; supervision must be expanded; proactively detect signs of violations early and remotely; resolutely prevent corruption, wastefulness, and negativity; and not let complex cases arise internally.
The Standing Committee of the Secretariat clearly stated the requirement to continue to monitor, summarize practice, and advise on perfecting the organizational model of the political system and the 2-level local government model according to the Conclusion at the preliminary review conference on July 1, 2026 and the Conclusion of the upcoming Central Committee 3 Conference.
