Repealing 11 Circulars on wages and bonuses from June 15

Regulations on labor management, wages, remuneration, bonuses, etc. guided in 11 relevant Circulars will be abolished from June 15.

The Minister of Home Affairs issued Circular 003/2025 guiding the implementation of labor management, wages, remunerations, and bonuses in state-owned enterprises effective from June 15.

Accordingly, this Circular guides the implementation of labor management, wages, remunerations, and salaries in state-owned enterprises according to the provisions of Article 1 of Decree 44/2025/ND-CP regulating labor management, wages, remunerations, and bonuses in state-owned enterprises.

At the same time, the following documents are abolished:

1. Joint Circular 23/2005/TTLT-BLDTBXH-BTC dated August 31, 2005 of the Ministry of Labor, War Invalids and Social Affairs - Ministry of Finance guiding the ranking and salary classification for full-time members of the Board of Directors, General Director, Director, Deputy General Director, Deputy Director, Chief Accountant of state-owned enterprises;

2. Circular 26/2016/TT-BLDTBXH dated September 1, 2016 of the Minister of Labor, War Invalids and Social Affairs guiding the implementation of labor management, wages and bonuses for employees working in a single-member limited liability company with 100% state capital;

3. Circular 27/2016/ TT-BLDTBXH dated September 1, 2016 of the Minister of Labor, War Invalids and Social Affairs guiding the implementation of the salary, remuneration, and bonus regime for managers of single-member limited liability companies with 100% state capital;

4. Circular 28/2016/TT-BLDTBXH dated September 1, 2016 of the Minister of Labor, War Invalids and Social Affairs guiding the implementation of regulations on labor, wages, remuneration, and bonuses for companies with shares and capital contributions controlled by the State;

5. Circular 33/2016/TT-BLDTBXH dated October 25, 2016 of the Minister of Labor, War Invalids and Social Affairs guiding the pilot implementation of labor and salary management for the Military Telecommunications Group for the period 2016-2020;

6. Circular 37/2016/TT-BLDTBXH dated October 25, 2016 of the Minister of Labor, War Invalids and Social Affairs guiding the management of labor, wages, remunerations and bonuses in the Asset Management Company of Vietnamese credit institutions;

7. Circular 04/2018/TT-BLDTBXH dated June 22, 2018 of the Minister of Labor, War Invalids and Social Affairs amending a number of articles of Circular 37/2016/TT-BLDTBXH dated October 25, 2016 guiding the management of labor, wages, remuneration and bonuses in Asset Management Companies of credit institutions in Vietnam;

8. Circular 16/2018/TT-BLDTBXH dated October 12, 2018 of the Minister of Labor, War Invalids and Social Affairs guiding the management of labor, wages, remunerations, and bonuses for employees and managers of the State Capital Investment and Trading Corporation;

9. Circular 04/2020/TT-BLDTBXH dated May 25, 2020 of the Minister of Labor, War Invalids and Social Affairs guiding the implementation of regulations on contract prices, implementation salary funds of employees and the Executive Board prescribed in Articles 7 and 8 of Decree 20/2020/ND-CP dated February 17, 2020 of the Government to pilot labor management, wages, bonuses for a number of economic groups, state-owned corporations;

10. Circular 06/2024/TT -BLDTBXH of July 30, 2024 of the Minister of Labor, War Invalids and Social Affairs amending and supplementing a number of articles of Circular 26/2016/TT -BLDTBXH dated January 1, 2016 of the Minister of Labor, War Invalids and Social Affairs guiding the implementation of labor management, wages and bonuses for employees working in a member company holding a state -owned company with 100% of the State Capital holder 27/2016/TT -BLDTBXH dated January 1, 2016 of the Minister of Labor, War Invalids and Social Affairs guiding the implementation of the regime of salaries, remuneration and bonuses for managers of a one -member limited liability company holding 100% of charter capital;

11. Circular 12/2024/TT -BLDTBXH dated November 14, 2024 of the Minister of Labor, War Invalids and Social Affairs amended and supplemented 10 Circulars guiding the implementation of labor management, salaries, remuneration, bonuses for Vietnamese deposit insurance, asset management companies of Vietnamese credit institutions, Vietnam Television Station, Local Development Investment Fund, Local Corporation, Corporation And medium, small and medium -sized enterprise development funds, national technological innovation funds, cooperative development support funds and guidelines for labor management, wages, remuneration and bonuses for a one -member limited liability company in Vietnam.
