The Ministry of National Defense has sent a report on the preparation for the election of National Assembly Deputies of the 16th term and the election of People's Council (HĐND) deputies at all levels for the 2026-2031 term to the Office of the National Election Council.
The report signed by General Nguyen Tan Cuong - Member of the Party Central Committee, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense - clearly stated that agencies and units throughout the army organize the dissemination and study of the basic contents of the Law on Election of National Assembly Deputies and People's Council Deputies in 2015, amended and supplemented with a number of articles in 2025.
Thoroughly grasp the leadership, direction, and guidance documents of the Central Government, the Central Military Commission, and the General Department of Politics on the election of NA deputies of the 16th term and the election of People's Council deputies at all levels for the 2026-2031 term.
Based on the allocation of the number of cadres running for National Assembly Deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term, Party committees at all levels have thoroughly grasped and strictly implemented the implementation of elections in the army.
The Standing Committee of the Party Committees of military regions and Border Guards (BGB) has exchanged and agreed with the standing committees of provincial and city Party committees and directed the Military Commands of provinces and cities to coordinate in introducing personnel to participate in candidating for People's Council deputies at all levels.
At the same time, coordinate to organize conferences to introduce, collect opinions and confidences from voters in the workplace and residence for cadres participating in the election, ensuring standards, in accordance with laws, procedures, and regulations.
Directing the review of political standards for 100% of personnel introduced to participate in the election of National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term.
Guide agencies and units with personnel introduced to run for National Assembly deputies of the 16th term and People's Council deputies at all levels to collect opinions and confidences from voters at their place of residence for candidates.
According to the report, in the coming time, the Ministry of National Defense will continue to coordinate with forces to firmly grasp the political security situation, social order and safety... to advise the Party and State to handle effectively, not to be passive or surprised.
Organize training on combat readiness plans to protect the election, coordinate to ensure security and safety of the election; proactively prevent and promptly resolve cases from the grassroots level, not allowing the enemy to take advantage of inciting and luring the masses to sabotage the election.
Continue to propagate, educate, and disseminate laws on elections to officers, soldiers, and workers throughout the army.
Promote mass mobilization work in localities, focusing on key areas of national defense and security, areas where military officers are introduced to run for National Assembly deputies and People's Council deputies in appropriate, practical and effective forms.
Direct agencies and units with personnel introduced to run for National Assembly and People's Council deputies at all levels to proactively coordinate closely with Party committees and authorities... to prepare well the action program of candidates to contact voters and campaign for elections in accordance with the law.
Strictly implement regulations on internal political protection, closely review the political quality of forces performing tasks to serve elections. Be ready to fight, protect the safety of warehouses and barracks, protect state secrets and military secrets.
Proactively do a good job of inspection and supervision and participate in coordinating to promptly resolve complaints and denunciations related to military personnel introduced to participate in the election of National Assembly deputies and People's Council deputies at all levels.
