On April 26, speaking with a reporter from Lao Dong Newspaper, a leader of Nghe An province said that the province is assigning the Department of Foreign Affairs to report and propose a solution for the case of a state-owned enterprise cadre going abroad without permission from the competent authority.
According to the reporter's investigation, Mr. Hoang Thanh Tung - Chairman of the Board of Members of Nghe An Coffee - Rubber One Member Co., Ltd. (100% state capital, under the People's Committee of Nghe An province) - traveled abroad from April 6 to April 9, 2025 without completing the reporting process and asking for permission from competent authorities before leaving the country.
This behavior violated Clause 15, Article 14 of Decision No. 13/2024/QD-UBND dated June 14, 2024 of Nghe An Provincial People's Committee and Clause 5, Article 11 of Decision No. 1060-QD/TU dated March 31, 2017 of Nghe An Provincial Party Committee on personnel management and foreign affairs activities.
The regulations clearly state: cadres holding the position of state-owned enterprise leader must ask for permission from the Chairman of the Provincial People's Committee before going on business trips, studying, traveling or visiting relatives abroad.
Talking to reporters, Mr. Hoang Thanh Tung admitted that he traveled abroad without permission. Mr. Tung explained that the incident was due to negligence, thinking it was getting close so he did not report it.
Regarding the incident, it is known that the Department of Foreign Affairs of Nghe An province has reported to the Provincial People's Committee on a plan to handle the case in accordance with legal regulations.
