The conference was attended by Politburo members: President Luong Cuong. General Luong Tam Quang - Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security chaired the conference. Also attending were members of the Party Central Committee, leaders of departments, ministries, branches, and the Ministry of Public Security.
Speaking at the opening of the conference, Minister Luong Tam Quang stated that this was a very important conference, taking place at a historic moment, when the whole country had just completed 1 week of implementing the two-level government system, in which the Public Security force was arranged into 34 provincial police and 3,319 commune-level police; it was also the time when we were organizing a series of activities to celebrate the 80th anniversary of the Traditional Day of the People's Public Security Force (CAND).
According to the Minister of Public Security, under the leadership and direction of the Party and State, the close coordination and coordination of the People's Army, ministries, departments, branches, localities, the support and assistance of all classes of people and international friends, the People's Public Security force has closely followed the leadership of the Party, the management and administration of the Government, been a model in implementing the policies and resolutions of the Party and State, concluded and directed the leaders of the Party and State, gradually concretizing the direction "What the Police must do in the new era, the era of national growth", doing better in strategic consultation with the Party and State to issue legal policies and laws.
