At the conference, representatives of the Inspection Team presented a draft Report on the results of the inspection of the leadership, direction and organization of the implementation of 4 key topics in 2025 to the Standing Committee of the Quang Ninh Provincial Party Committee.
Accordingly, the Standing Committee and the Provincial Party Committee have proactively led and directed the implementation of key contents according to the direction of the Central Government with synchronization, timeliness and suitability with the local actual situation. At the same time, organize extensive dissemination and propaganda throughout the political system and the people in many flexible forms; issue full programs, plans, and directives close to the direction of the Central Government and local realities; clearly assign responsibilities, associated with inspection and supervision to ensure effective implementation.
Regarding the organization of Party Congresses at all levels for the 2025-2030 term, the province has seriously and in accordance with the plan and direction of the Central Government. Preparation work has been carried out methodically, from developing topics, directions, and development goals to political ideology and propaganda work. The preparation of personnel must ensure compliance with procedures and a reasonable structure. Strict inspection and supervision work helps the congresses run smoothly. Up to now, the province has completed 100% of Party cell congresses under the grassroots Party Committee on schedule; is actively preparing for the congress of expenditure points and grassroots Party Committees. The province strives to submit to the Politburo documents and personnel projects in August 2025, and organize the Provincial Party Congress before October 31, 2025.
Regarding the work of streamlining the organizational apparatus, Quang Ninh is a pioneer locality in implementing Resolution 18, determined in streamlining the organization and staffing, achieving many outstanding results. The administrative apparatus is streamlined, reducing 42 units, reaching a rate of 25%, higher than the Government's orientation (15%). Many effective models are recognized by the Central Government such as the model of the Provincial Media Center, Nguyen Van Cu Cadre Training School, the model of "People trust - Party nominates".
Concluding the conference, President Luong Cuong acknowledged and highly appreciated the Standing Committee of the Quang Ninh Provincial Party Committee and the inspected Party organizations for thoroughly grasping, implementing, and closely and seriously coordinating the contents set out in Decision No. 190 of the Politburo, achieving the set goals and requirements.
The inspection shows that Quang Ninh has achieved many outstanding results. Many contents have gone before the whole country, especially in restructuring the apparatus, digital transformation, administrative reform and socio-economic development, ensuring QP-AN. The contents all ensure compliance with the Central's direction and regulations, in line with local realities and bring efficiency, creating a very high consensus in the political system and the people.
In addition to the achieved results, the President also pointed out a number of difficulties, problems, and problems and suggested that the Standing Committee of the Quang Ninh Provincial Party Committee should have solutions to overcome them.
Emphasizing the tasks in the coming time, especially related to 4 inspection contents, in the context of implementing directives and resolutions, preparing for Party congresses at all levels towards the 14th National Party Congress, especially personnel work and political reports in the context of rearranging the apparatus, agencies, units and localities; at the same time, it is necessary to speed up the breakthrough to successfully exceed and achieve the goals and targets set by the Party congress resolutions at all levels, the President requested the Standing Committee of the Quang Ninh Provincial Party Committee to continue to thoroughly grasp, determine better responsibility, organize more drastic and effective implementation of the 4 inspection contents.
With the desire for Quang Ninh to continue to develop, take off, and fly higher, the President requested the whole province to review all tasks, goals, and programs; have a detailed, specific, and scientific plan; clearly assign people and work; focus on inspection, supervision, and guidance. Mobilize the synchronous participation of the entire political system to organize drastic, scientific and methodical implementation. Along with that, there must be solutions to remove barriers and bottlenecks for development, especially institutional bottlenecks... Do not be subjective, always stick to the actual situation to learn from experience in timely direction, management and adjustment. At the same time, it is necessary to promote the tradition of solidarity, "discipline and unity" to move forward quickly, move forward more firmly and sustainably in all aspects, continue to set an example for other localities to learn and follow. The Central Government will use the example of Quang Ninh to direct the expansion to the whole country.
Regarding the arrangement of the apparatus, the President requested Quang Ninh province to thoroughly grasp and strictly implement the direction of the Central Government, the conclusions of the Politburo, the Secretariat and the instructions of the Central agencies to ensure that the apparatus after the arrangement must be streamlined, compact, strong, and operate effectively, efficiently and efficiently.
Along with that, best prepare conditions to organize Party Congresses at all levels, towards the National Congress expected to be held in January 2026. In particular, special attention must be paid to the work of document development and the quality of personnel.
Regarding the recommendations and proposals of the province, the President said that the delegation will fully absorb appropriate opinions and content to supplement, complete reports, records and documents to submit to the Politburo for consideration, conclusion and direction of the organization to comply with regulations.
