Opportunity to self-examine, turning self-inspection into self-inspection
On the morning of February 25, in Ha Long city (Quang Ninh), Politburo member and President Luong Cuong - Head of the Investigation Team No. 190 of the Politburo - chaired a conference to announce the Decision and inspection plan for the Standing Committee of the Quang Ninh Provincial Party Committee.

The implementation of the summary of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" and Conclusion 121-KL/TW, dated January 24, 2025 of the Party Central Committee on summarizing Resolution 18, associated with the establishment and operation of new party committees;
The implementation of Directive No. 35/CT/TW dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party and Conclusion No. 118-KL/TW dated January 18, 2025 adjust and supplement a number of contents of Directive 35.
Inspect the thorough implementation and organization of the implementation of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; the implementation of Conclusion No. 123-KL/TW, dated January 24, 2025 of the Party Central Committee on the Project to supplement socio-economic development in 2025 with a growth target of 8% or more.
According to VNA, highly appreciating the dissemination and implementation of the Central Resolutions in Quang Ninh, Politburo member and President Luong Cuong said that this inspection is also an opportunity to promptly discover new factors, good and creative ways of doing things to replicate, promote, and contribute to improving the quality of the Party's leadership, direction and management in all fields. In addition, inspection helps detect limitations and shortcomings early to promptly prevent, rectify, and ensure discipline and order in the Party.
Pointing out that Quang Ninh is a locality with a lot of experience in implementing the Resolutions, the President emphasized that through the inspection process, the province needs to thoroughly grasp and correctly assess good deeds, good models as well as difficulties that need to be resolved to draw lessons, and at the same time report to the Central Government to have a basis to replicate and direct nationwide. Quang Ninh province needs to identify this inspection by the Politburo as an opportunity to self-examine and transform inspection into an inspection.
Honest reflection of the situation
According to the President, regarding the implementation of Resolution No. 18-NQ/TW and Conclusion 121-KL/TW, the Standing Committee of the Quang Ninh Provincial Party Committee needs to clearly demonstrate the effectiveness of qualitative changes in the process of streamlining the apparatus, operating effectively and efficiently.
This is a very important issue, so the province needs to carefully assess it from the grassroots level, draw good experiences to replicate. Regarding the implementation of Directive No. 35-CT/TW and Conclusion No. 118-KL/TW, it is necessary to ensure smooth operation of the apparatus and high internal solidarity. This is an important issue, especially the issue of selecting grassroots Party committees associated with the process of streamlining the apparatus.
Along with that, continue to pioneer and promote existing experiences in implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in developing science, technology, innovation and national digital transformation.
Notably, determining the province's growth target of 14% in 2025 is very encouraging, but in addition to economic growth, synchronous infrastructure development, and income increase, it is necessary to promote solutions to improve people's lives and health.
To ensure the implementation of the inspection on schedule and as required, the President requested the Standing Committee of the Quang Ninh Provincial Party Committee and Inspection Team No. 190 to strictly carry out assigned tasks, strictly comply with the principles, processes and procedures in accordance with the Party's regulations; ensure objectivity, accuracy, fairness and timeliness, avoid formality and prescriptions. All conclusions and recommendations must be based on reality, honestly reflecting the situation, with a constructive spirit to help Party organizations effectively implement the Party's policies and guidelines on the 4 above-mentioned contents.
