Improve the quality of strategic advisory work, ensuring that resolutions, conclusions, regulations, and major projects of the Central Government must truly have a strategic vision, be practical, feasible, synchronous, and measurable in practical effectiveness.
Advisory work must closely follow the requirements of rapid and sustainable development of the country; taking science and technology, innovation, digital transformation, artificial intelligence and the development of high-quality human resources as the main driving force for growth.
It is necessary to continue to have specific solutions to arrange and effectively operate the 3-level government model, including the central level, provincial level and commune level; serving well the preliminary review and practical evaluation of implementation in the coming time.
