Concluding, National Assembly Chairman Tran Thanh Man emphasized that the new term sets new requirements, new standards, and new pressures. Therefore, the National Assembly Office cannot operate according to old thinking, old ways of doing things, and old procedures.
The general spirit is not to let the apparatus become a bottleneck; not to let procedures become barriers; not to let responsibility be dispersed, overlapping or pushed; not to let digital transformation only stop at slogans and forms; not to let officials work according to old habits.
The National Assembly Office focuses on handling bottlenecks in operation immediately and thoroughly. In which, promote decentralization and delegation of power, what is under the authority, the National Assembly Office proactively handles, what can be decentralized to departments, agencies, and units, it assigns to the unit to directly implement and be responsible to the end;
Any matter under authority that has been decentralized, do not take more opinions from other units, do not push it up to affect the deadline for task implementation. Decentralization goes hand in hand with control, accountability and post-inspection. Delegation of power must be clear about tasks, clear about authority, clear about responsibilities, clear about deadlines, and clear about products.
The National Assembly Chairwoman requested the National Assembly Office to immediately review the fields of finance, procurement, bidding, asset management, headquarters operation, communication, digital transformation, serving sessions and meetings.
Regarding the consolidation of the apparatus, the arrangement of the National Assembly Office is essentially redesigning the operating chain. Where to go from, through which stage, who is in charge, who coordinates, how long, what is the product, who is responsible if it is slow or does not meet the requirements.
The principle is to clearly define functions, authority, and responsibilities; each task has a focal point responsible to the end. Do not let the apparatus be arranged but the operating method is still old, reduce focal points but increase intermediate stages, assign tasks but not clearly define responsibilities.
Regarding operating methods, the National Assembly Office must continue to innovate, shifting from "traditional administrative operation" to "modern management", according to output results. All processes must be reviewed in the direction of clear focal points, clear responsibilities, clear deadlines, clear products, and clear evaluation criteria.
The reports of the National Assembly Office must have governance data, must quantify how many tasks, how many documents, how many tasks are handled on time, delayed, the cause, who is responsible, how to overcome...
At the same time, it is necessary to immediately deploy digital applications to monitor the National Assembly session program, the National Assembly Standing Committee meeting... Along with that, it is necessary to accelerate digital National Assembly, AI, and shared data.
The National Assembly Chairwoman also requested that information about the National Assembly must be accurate, timely, proactive, unified messages and have a spreading power. Do not let the same content have many focal points for handling, many ways of expression, lack of common direction, and slow reaction to issues of public concern.
Regarding personnel work, it is necessary to strongly innovate in the direction of product evaluation, capacity arrangement, training according to job positions, effective and substantive use, and discipline according to responsibility.
