The National Assembly Chairman emphasized that the working session with Can Tho, Hau Giang, and Soc Trang had 3 important contents, including the merger of provinces and non-district-level organizations.

On the morning of May 11, Member of the Politburo, National Assembly Chairman Tran Thanh Man chaired the work between the Politburo's delegation and the Standing Committee of Can Tho City Party Committee, Hau Giang Provincial Party Committee, Soc Trang Provincial Party Committee on the implementation of the Resolution of the 11th Conference of the XIII Central Party Committee.

Speaking at the work, the Chairman of the National Assembly said that the mission conducted a meeting to listen to three localities reporting the implementation results, stating what was done, doing and not doing, difficulties, obstacles and tasks implemented in the coming time to fulfill the goals and requirements of the Politburo, the Secretariat.

The National Assembly Chairman said that the implementation of the apparatus arrangement in the spirit of Resolution 18 and phase 1 has been basically completed. Phase 2 will take place from March to June.

Emphasizing this is a period of "extremely difficult", the Chairman of the National Assembly states that in order to implement, the National Assembly must revise and supplement a number of articles of the Constitution, amend the Law on Organization of local governments; The Standing Committee of the National Assembly reviews through the resolution on communal arrangement.

If the amendment to the Constitution and some laws are passed, the district-level activities will end. The merger at the provincial level if the National Assembly approves the project will be reduced from 63 provinces and cities to 34 provinces and cities.

The National Assembly Chairman stated that the Central Party Office has issued a document guiding localities to report on 5 basic contents.

At today's meeting, localities will focus on reporting on 3 contents:

First, regarding the merger of provincial-level administrative units (provincial mergers), no district-level organizations, commune-level mergers and the construction of a 2-level local government organization model.

Second, regarding the implementation of Conclusion No. 150, dated April 14, 2025 of the Politburo, guiding the personnel work of provincial Party committees subject to consolidation, merger and newly established commune levels.

Third, on the implementation of Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo on organizing Party Congresses at all levels.

The remaining contents will be specifically reported when the working group works directly with the 3 localities in the coming time.

Emphasizing that in the arrangement, if there is no clear awareness or no propaganda ideology, it will be extremely difficult, therefore, the National Assembly Chairman believes that implementing ideology among cadres and party members is extremely important, only then can it be successfully implemented; any difficulties, hardships, or complications can be overcome.

At the meeting, the delegation listened to leaders of Can Tho City, Hau Giang City, and Soc Trang report on the implementation situation and progress of the implementation of the organizational arrangement.

The opinions also discussed and focused on clarifying difficulties, problems, proposals, recommendations, and solutions for implementation in the coming time, ensuring progress on time, high consistency, and meeting the requirements of the Politburo and the Secretariat.

According to the latest draft of the project to arrange and merge administrative units, after Can Tho City merged with Hau Giang province and Soc Trang province, the new administrative unit, Can Tho City, has an area of 6,400.83 km2 (reaching 426.722% of the standard).

With a population of more than 4 million people (reaching 406.12% of the standard), 103 administrative units are under the Government, including 31 wards and 72 communes.

Compared to the previous plan to arrange and merge provincial-level administrative units to collect public opinions, the commune-level administrative units of Can Tho after the merger are 99 communes and wards (30 wards and 69 communes).
