On the afternoon of August 24, the First Extraordinary Session of the 16th National Assembly closed after 17 working days, completing all the contents and programs set out.
Speaking at the closing ceremony, Politburo Member, National Assembly Chairman Tran Thanh Man said that at this Session, the National Assembly passed 15 laws, 6 legal normative resolutions, and gave initial opinions on 7 other draft laws.
The passage of laws and resolutions to promptly solve difficulties and obstacles in practice, continue to improve institutions, promote decentralization and delegation of power, reduce administrative procedures, remove barriers, unlock resources, create more favorable conditions for people and businesses and improve the effectiveness and efficiency of state management.
The National Assembly has considered and decided to pass 7 important Resolutions of strategic significance for the country's development, opening up new development space, promoting infrastructure connectivity, ensuring energy security, urban development, improving the efficiency of using development resources and implementing the double-digit growth target.
Another issue is that in this session, the National Assembly also carried out cadre work under its authority.
According to the National Assembly Chairwoman, in the face of high requirements for quality, pressure on both time and workload, National Assembly deputies have upheld the spirit of responsibility, focused on research, and worked persistently and continuously.
The opinions are very frank, profound, originating from practice, closely following the Party's leadership; proposing many issues, fully absorbed by the drafting agency and the appraisal agency.
Thanks to this, the National Assembly has achieved high consensus on the entire content. This is the "Linh hoạt - Nhanh chóng - Quyết liệt - Đồng hành" of the National Assembly, Government and relevant agencies in creating a legal corridor, meeting practical requirements, all for the rapid and sustainable development of the country and improving the lives and happiness of the people.
The National Assembly acknowledges and highly appreciates the proactive, positive, and highly responsible spirit of the Government, the drafting agencies, and the agencies of the National Assembly, who have proactively and closely coordinated right from the drafting process and organized appraisal as soon as dossiers were available, and the National Assembly Standing Committee organized many sessions to promptly give opinions" - the National Assembly Chairwoman emphasized.
In order for the National Assembly's decisions to soon come into life, the organization of implementation needs to be deployed synchronously, urgently, and methodically. At the same time, it is proposed that the Government, ministries, branches, and localities proactively issue all documents under their authority and prepare the necessary conditions to implement laws and resolutions right from the time they take effect.
Continue to innovate the way of thinking, the way of doing things, the content under the authority of which level, that level must proactively decide, decide to do, not wait and push; do not let people and businesses have to wait" - National Assembly Chairman Tran Thanh Man emphasized.
In addition, it is necessary to innovate propaganda and dissemination of laws in the spirit of the Law on Dissemination and Legal Education just passed by the National Assembly. Apply science, technology, digital platforms and new communication methods to bring laws to people and businesses as quickly, easily, and conveniently as possible.
Another issue that the National Assembly Chairwoman is concerned about is that in less than 2 months, the 16th National Assembly will hold its 2nd regular session. It is expected that this session will consider and approve a particularly large legislative volume.
Therefore, it is proposed that the Government, agencies of the National Assembly, and relevant agencies prepare carefully early on the contents to be submitted to the National Assembly to ensure quality, on schedule, and in accordance with procedures.
