The Chairman of the City People's Committee has just issued a directive in Document No. 2282/UBND-TTPVHCC requesting heads of departments, branches, sectors and Chairmen of People's Committees of communes, wards and special zones to seriously grasp and comply with the provisions of Article 6 of Decree No. 23/2015/ND-CP of the Government on copy certification, signature certification and contracts and transactions. The goal is to promote administrative procedure reform, creating convenience for people and businesses. At the same time, rectify the situation of abuse of the requirement to provide certified copies (paper copies) from the original when performing administrative procedures, causing waste of time and costs for people and reducing the workload of the People's Committees at the commune level.
Departments, branches, sectors, People's Committees of communes, wards and special zones will increase the exploitation and reuse of documents and papers issued by competent authorities in the Electronic Data Management warehouse of people, organized on the city's administrative procedure settlement system, contributing to promoting the settlement of administrative procedures in the electronic environment.
Along with that, using electronic documents integrated into electronic identification accounts (VneID) equivalent to traditional documents when performing administrative procedures, does not require citizens to submit/orecast the original, copies of documents according to the direction of the Prime Minister in Notice No. 171/TB-VPCP dated April 11, 2025.
The City People's Committee assigned the city's departments, branches and sectors to base on the results of reviewing administrative procedures under the management authority of sectors and fields that require the submission of certified copies to report and propose to the ministries and branches in charge of amending regulations on administrative procedures in the direction of cutting down and reducing the submission of certified copies of documents and papers, replacing them with the use of the original for comparison and use of electronic copies and ban issuance issued by competent authorities. On the other hand, exploiting specialized databases or using documents integrated on VneID.
The Department of Justice guides the People's Committees at the commune level to perform professional tasks related to handling administrative procedures for certifying copies from the original; in cases beyond their authority, promptly report and propose to the City People's Committee.
The Department of Education and Training directs and guides educational institutions in the city to use the original for comparison, not requiring the submission of certified copies/copy of the original book of documents and papers in handling administrative and professional procedures in the field of education, except in cases where the law requires it.
The Department of Finance, the Hai Phong Economic Zone Management Board and relevant agencies should propagate, encourage and guide businesses to use the original for comparison, and not require the submission of certified copies/copy of the original books of documents and papers in receiving recruitment and personnel management applications.
