On May 14, the Ministry of Justice announced that Deputy Minister of Justice Nguyen Thanh Tu had just worked with ministries and branches on the draft Government's Action Program to implement Resolution No. 66-NQ/TW of the Politburo on innovating the work of law-making and enforcement to meet the requirements of national development in the new era (Action Program).
At the meeting, representatives of ministries and branches agreed to assess that the draft Action Program has been prepared in an elaborate and methodical manner, in accordance with Resolution No. 66-NQ/TW.
The draft Action Program emphasizes the task of innovating thinking and orienting law-making in the direction of both ensuring the requirements of state management and encouraging creativity, liberating all productive forces, and unlocking all development resources.
Ensure that the work of law-making must be fully, correctly and promptly institutionalized in the Party's guidelines and policies; strive from the interests of the country; make institutions and laws a competitive advantage; resolutely abandon the thinking of "if you can't manage, then ban"; promote democracy, respect, ensure, and effectively protect human rights and civil rights; ensure balance and reasonableness between the level of limitation of rights and legitimate benefits achieved.
Delegates also agreed with the draft Action Program clearly defining the task of creating a breakthrough in law enforcement, ensuring that the law is enforced fairly, strictly, consistently, promptly, effectively and efficiently; closely linking law-making and enforcement.
Prioritize ensuring the effectiveness of law enforcement to promote socio-economic development, science, technology, innovation, digital transformation and in other important areas of people's lives (food safety, environmental protection, security, safety in cyberspace...).
Strengthen digital transformation, apply artificial intelligence, big data in law making and enforcement. Implement a special financial mechanism for law making and enforcement.
Along with that, representatives of ministries and branches also directly contributed their opinions on the tasks of implementing the Government's Action Program to implement Resolution No. 66-NQ/TW stated in the Appendix of the draft.
Some opinions suggested that it is necessary to supplement specific results, such as promoting policy communication; reviewing and comparing with related documents that are about to be issued such as the draft Resolution of the National Assembly on a number of special mechanisms and policies to create breakthroughs in the development and organization of law enforcement to ensure consistency, avoid duplication...
Concluding the content of the work, emphasizing the spirit of urgent, urgently completing the draft action program to submit to the Government and Deputy Minister Nguyen Thanh Tu said that the Ministry of Justice will maximize the opinions of the ministries and branches to complete the draft.
