On April 4, after the official welcoming ceremony at the Presidential Palace, Politburo member and President Luong Cuong held talks with President Evariste Ndayishimiye.
According to the Ministry of Foreign Affairs, at the talks, President Luong Cuong affirmed that the President's visit was particularly important, taking place on the occasion of the two countries preparing to celebrate the 50th anniversary of the establishment of the diplomatic relations of Vietnam - Burundi (April 16, 1975 - April 16, 2025) and at the time of the people of Vietnam were happy to celebrate the 50th anniversary of the liberation of the South, the country's reunification and the 80th anniversary of the country's establishment.
The President expressed his confidence that this visit will open a new phase in the friendship and cooperation between the two countries. At the same time, he affirmed that Vietnam always attaches importance to the friendly relations with African countries, including Burundi.

The President of Burundi expressed his admiration for Vietnam's struggle for national independence; was impressed by Vietnam's great and comprehensive achievements in socio-economic development as well as enhancing its prestige and position in the international arena.
President Evariste Ndayishimiye emphasized that this visit is to affirm the determination of the State and Government of Burundi in consolidating and developing friendly and cooperative relations with Vietnam in the fields of investment, agriculture, mining, science and technology, digital transformation; hoping that the two countries will consider opening a permanent diplomatic representative office in each country.
The two sides agreed to increase exchanges of high-level contacts on all channels to strengthen political trust and effectively implement bilateral cooperation mechanisms, especially the political consultation mechanism between the two Foreign Ministries.
The two sides highly appreciate the positive progress in economic cooperation with the highlight of the success of the Lumitel Telecommunications Project with the participation of Military Industry - Telecommunications Group (Viettel) in Burundi which is growing, contributing positively to the economic development and bringing many benefits to the people of the two countries.

The two sides assessed that there is still much potential to further increase bilateral trade exchange turnover and agreed to promote information exchange on market demand, goods industries, investment opportunities and facilitate connections and cooperation for businesses of the two countries; diversify trade products, identify portfolios and facilitate market access of some of each country's key import-export goods.
With a shared awareness of the great space for cooperation between the two countries, the two leaders agreed to continue focusing on promoting cooperation in areas with strengths and special attention to agriculture, sharing development experiences; actively negotiating and signing cooperation documents to perfect the legal framework, facilitating the implementation of cooperation activities.
On this occasion, President Luong Cuong thanked and expressed his hope that President Burundi would continue to pay attention to and create favorable conditions for the telecommunications joint venture of Viettel Group in Burundi and Vietnamese enterprises to operate and do business stably and long-term in Burundi.
Immediately after the talks, President Luong Cuong and President Evariste Ndayishimiye witnessed the signing of two cooperation documents including: a framework agreement on cooperation between the two governments and a Memorandum of Understanding on the establishment of a political and diplomatic consultation mechanism.
