At the Conference, Politburo Member, Secretary of the Party Central Committee, Head of the Central Propaganda and Training Commission Trinh Van Quyet presented the Special Topic "Key and core contents of Directive No. 07 of the Politburo on Promoting the study and practice of Ho Chi Minh's ideology, morality, methods, and style in the new development stage" and the full-term special topic "Basic contents on studying and practicing Ho Chi Minh's ideology, morality, methods, and style in the new development stage of the country".
According to the Head of the Central Propaganda and Training Commission, this is a content of particular importance, shaping the method of action and unleashing spiritual motivation for the entire political system to enter a new revolutionary stage.
Accordingly, the entire course's specialized topic is structured into 3 key parts, with a dialectical and close relationship with each other.
Part one: The development of our Party's theoretical thinking on studying and practicing Ho Chi Minh's ideology, morality, methods, and style.
Part two: Origins of formation and core contents of Ho Chi Minh's ideology, morality, methods, and style; values in the new development stage.
Part three: Requirements and solutions to promote the study and practice of Ho Chi Minh's ideology, ethics, methods, and style in the period 2026 - 2030.

Head of the Central Propaganda and Training Commission said that on July 13, 2026, General Secretary and President To Lam signed and issued Directive No. 07-CT/TW of the Politburo on promoting the study and practice of Ho Chi Minh's ideology, morality, methods, and style in the new development stage, replacing Directive No. 05-CT/TW dated May 15, 2016 and Conclusion No. 01-KL/TW dated May 18, 2021.
Stating the bases for issuing the new Directive, the Head of the Central Propaganda and Training Commission said that the world and the region are changing rapidly and unpredictably; the ideological front is expanding into cyberspace with completely new methods of sabotage.
Along with that, the country entered a new period of development after the 14th National Congress, with the goal of double-digit growth and two 100-year goals - requiring a different way of learning and doing things than before.
On the other hand, after 10 years of implementing Directive 05, besides the important results, it must be frankly admitted: formalism is still the biggest disease - learning a lot but few changes, registering a lot but few products, preliminary and final reviews are regular, but the difficulties of the people are still there.
From there, it sets out the requirement to completely shift from "study and follow" to "study and practice".
According to Head of the Central Propaganda and Training Commission Trinh Van Quyet, Directive 05 answers the question "what to learn and how to follow"; Directive 07 answers the question "practice to create what results and how to measure".
Head of the Central Propaganda and Training Commission Trinh Van Quyet said that the thorough grasp and organization of the implementation of Directive No. 07-CT/TW associated with the Resolution of the 14th Party Congress and strategic resolutions of the Party must not stop at a normal political activity, but must be a real shift in the method of action and leadership and ruling capacity of our Party.
Shifting strongly from awareness to action, from the mindset of "following" to the determination to "practice"; concretizing public service ethics associated with practical products and tightening enforcement discipline, the entire political system will create a new impetus: Breaking the barrier of stagnation, sweeping away the mindset of contentment, avoiding responsibility, unblocking institutional bottlenecks, bringing the country to firmly break through in the new stage.
