On the afternoon of 6.4, at the regular Government press conference in March, Deputy Minister of Home Affairs Nguyen Thi Ha informed about the implementation of the upcoming 2 -level government model and the regimes for affected people after arranging and organizing the apparatus according to the new model.

Deputy Minister Nguyen Thi Ha said that, implementing the Politburo's conclusions on the policy of arranging administrative units at all levels and building a 2-level local government model, the Ministry of Home Affairs was assigned to advise and develop a Project to submit to the Politburo and the Central Executive Committee.

At the same time, draft the Law on Organization of Local Government and related guiding documents to implement the two-level government model.

Currently, the Ministry of Home Affairs has proposed regulations on the organization of activities of local government at 2 levels, in the direction that after the dissolvement of the district level, the commune-level government, in addition to performing its current tasks and powers, must also take on additional tasks of the district-level government.

Accordingly, the commune level will be given more power, the organization of the apparatus and the civil service regime will also be innovated to ensure that it meets its tasks.

Regarding administrative procedures previously carried out at the district level, Ms. Ha said that they will be directly implemented by the commune level.

The Deputy Minister of Home Affairs said that it will be necessary to increase the application of information technology, digital transformation, simplify procedures and shorten the time process for administrative procedures to better serve people.

At the same time, it also proposed necessary regulations to carry out the tasks and powers of the new commune-level government after the dissolvement of the district-level government to ensure interconnected, smooth operations, without interruption, overlap, overlap or omission of tasks.

And in particular, this also helps not affect the normal operation of society and serve people and businesses better.

According to Deputy Minister Nguyen Thi Ha, when implementing the 2-level local government model and arranging administrative units, the issue of handling policies for those affected is of particular concern.

Accordingly, the specific policies applied to local people will remain the same as before the arrangement.

For cadres, civil servants and workers, the civil service and public employee regime will be implemented uniformly from the central to local levels, regardless of the current distinction between central, provincial and commune cadres.

In addition, it will review those who meet the requirements, standards, and professional capacity to continue working at agencies and units.

The Deputy Minister said that there will be a policy of reserving salaries and allowances for those who are assigned to lower positions, or who do not hold positions for a certain period of time.

For those who wish to retire early or do not meet work requirements, there will be preferential policies, implemented according to Decree 178/2024/ND-CP and Decree 67/2025/ND-CP of the Government.
