According to document No. 438/UBND-KTTH of Tuyen Quang Provincial People's Committee, after the merger, there were many documents and included them in the working regulations of the Provincial People's Committee to direct agencies and units to work at 2 locations (new Tuyen Quang Provincial Administrative Center and facility 2 at the old Ha Giang Provincial Administrative Center).
Although Tuyen Quang province has issued strong instructions on this issue, in reality, some agencies and units have not yet seriously implemented it. Through the complaint sent to the Provincial People's Committee, the Chairman of the Provincial People's Committee, the Provincial Citizen Reception Committee and direct messages to the provincial leaders, there are the following:
Leaders of some departments and branches require all staff to move to work at the head office without considering the job position, nature of the work; conditions, ability to arrange workplaces and accommodation for staff; specific conditions and circumstances of each staff member.
The leaders of some departments and branches do not directly direct, but assign heads of departments and affiliated units to determine the number of staff moving to work at headquarters and basically the department heads require staff to voluntarily work at headquarters and take care of their own accommodation.
Some agencies and units do not require officers to work at the head office, but do not assign work or transfer documents to officers working at facility 2 to grasp information and handle work.
The arrangement of workplaces for staff moving to work at the head office is still difficult, the offices are small and the area is not guaranteed according to regulations.
Many officials working at the headquarters have not been arranged accommodation, rented houses themselves, stayed at relatives' houses, and temporarily stayed at workplaces, greatly affecting the lives, psychology of the staff and work efficiency.
Sectors and departments such as: Health; Education; Agriculture and Environment; Culture, Sports and Tourism need to arrange at least 2 department leaders and the number of civil servants and public employees working at the second facility, but in reality, there is only 1 department leader working at the second facility, the rest working at the main facility, which is not suitable.
From the above situation, the Chairman of Tuyen Quang Provincial People's Committee requested departments and branches to strictly implement the number of cadres working at the two places according to the initial registration. In case the number of staff working at the head office is larger than the initial registration, there must be a clear report on the reason and it must be affirmed that it has met the conditions for arranging workplaces and accommodation for staff in accordance with the direction of the province.
In case the staff has been transferred to work at the head office but the conditions for work and residence have not been guaranteed, the staff must be transferred back to work at the second facility and self-guarantee travel expenses (if any).
Assigning tasks in writing to leaders and staff working at facility 2 (clearly stating specific tasks and implementation time can be rotated or long-term). Increase the application of information technology to solve work.
The Chairman of Tuyen Quang Provincial People's Committee requested agencies and units to report a number of contents related to the arrangement, assignment of cadres and management of public assets before August 1.
