The path that must be implemented to realize 2 100-year goals

On the afternoon of July 1, in Hanoi, the Central Steering Committee for Science and Technology (S&T) Development, Innovation (I&T) and Digital Transformation (CDS) organized an online conference to summarize 1 year and 6 months of implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in S&T, I&T and national digital transformation.

Saving trillions of VND from digital transformation

Presenting a summary report summarizing the 1 year and 6 months of implementing Resolution No. 57-NQ/TW, Member of the Party Central Committee, Chief of the Party Central Committee Office Nguyen Hai Ninh mentioned many achievements.

In which, CĐS work has been drastically and promptly directed by the Central Steering Committee and agencies and localities, initially achieving some positive results throughout the political system. The National Public Service Portal integrates the provision of online public services for 3,745 administrative procedures, bringing practical efficiency to people, businesses and state agencies; in 2025, it is estimated to save about 840 billion VND at the central level and 4,800 billion VND at the local level, of which Hanoi City alone is about 1,600 billion VND.

Regarding the digital economy and digital society, the proportion of added value of the digital economy in GDP in 2025 reached 14%. E-commerce reached about 31 billion USD (up over 20%/year), expected to exceed 60 billion USD by 2030; revenue of 4 large e-commerce platforms is estimated at 430,000 billion VND (up 34.7%); the proportion of adults with payment accounts is approximately 89%.

The report also said that verification at 18 airports served about 1.4 million passengers (saving about 7,700 billion VND/year); more than 12,400 medical facilities used ID cards instead of paper health insurance cards, forming 2.5 million electronic medical records (saving about 1,000 billion VND/year).

At the conference, representatives of localities, schools, and businesses presented papers and proposals and recommendations.

Speaking to direct at the conference, General Secretary and President To Lam, Head of the Central Steering Committee, emphasized that Resolution 57 has created positive changes in the awareness and actions of the entire political system. Institutions, mechanisms, and policies have been gradually completed, many bottlenecks and knots have been resolved; many new mechanisms that facilitate the development of S&T, innovation, and digital transformation have gradually been formed.

Overviewing the outstanding results, the General Secretary and President said that the national ITU has many positive results. Digital infrastructure continues to be invested in; 5G network has widely covered the territory with more than 91% of the population; fiber optic transmission has connected to 100% of communes and wards. Common digital platforms have initially taken effect.

The National Public Service Portal has publicized more than 5,100 administrative procedures, integrated more than 3,700 procedures, reduced 697 procedures and 1,754 business conditions. National population data has been completed; the VNeID application has had more than 71 million identifier accounts activated, gradually shifting from identifier applications to platforms integrating essential utilities to serve people.

Citing good models and creative ways of doing things from localities, General Secretary and President To Lam said that Resolution 57 has gradually entered every corner of life. S&T is not far away, but right in shrimp, rice plants, rice grains, OCOP products, tourism services, administrative processes, data platforms, manufacturing enterprises, schools, hospitals, and commune-level authorities.

The main driving force of the development model, new growth model

Defining tasks for the coming time, the General Secretary and President emphasized major requirements. In which, continue to thoroughly grasp Resolution 57 associated with the requirements of implementing the Resolution of the 14th Party Congress. It is necessary to deeply understand that S&T, Innovation and Digital Economy are the main driving forces of the development model, the new growth model. This is not a choice, but a mandatory path to implement to realize the two 100-year goals of the country.

Each Party committee, Party organization, each cadre, party member, especially the head, must consider implementing the Resolution as their important and regular political task; this must not be considered just the work of specialized agencies. The Central Government has been drastic, localities must also be drastic; if provinces are drastic, communes must also move; agencies in the political system must set an example to take the lead so that businesses and people can participate in implementation.

Regarding national digital economy, in addition to focusing on digital economy in the political system, it is necessary to promote digital economy in enterprises, in the whole society and develop digital economy and data economy.

Regarding S&T and innovation, national strategic technologies must be focused on resources to master and develop into specific products, especially artificial intelligence, big data, robots and automation, biology and biomedicine, materials and energy, semiconductor chips, network and quantum security, unmanned aerial vehicles, marine, ocean and underground technology.

At the same time, special attention must be paid to ensuring network security, information security, data security and national digital sovereignty.
