Do a good job of personnel work
The content of personnel work was mentioned by many experts and scientists at the national scientific conference “A new era, an era of Vietnam's rising - Theoretical and practical issues” held this morning (November 15). The conference was chaired by the Scientific Council of the Central Party Agencies, in coordination with the Editorial Board of the Communist Magazine in Hanoi.
According to Associate Professor, Dr. Vu Trong Lam - Director, Editor-in-Chief of the National Political Publishing House, our country is entering a new period of development with very high requirements, because we have many opportunities, great fortunes but also very fierce difficulties and challenges. Therefore, more than ever, personnel work must be given attention and special attention. Only when personnel work is done well can the goal of entering a new era be realized.
Referring to the results and achievements in personnel work, Mr. Vu Trong Lam cited many examples of the outstanding results achieved in personnel work in recent times. The staff at all levels have grown and developed in many aspects, with increasingly improved quality, gradually meeting the requirements of the period of accelerating industrialization and modernization of the country.
In particular, the staff has a strong ideological stance, political will, ethics, a simple and exemplary lifestyle, a sense of organization and discipline, always cultivating, training, improving qualifications and capacity, striving to complete assigned tasks. Many staff are dynamic, creative, adaptable to the integration trend, and capable of working in an international environment.
However, Mr. Vu Trong Lam also frankly pointed out the bottlenecks in personnel work. In particular, looking at the whole picture, the staff is large but not strong; the situation of both surplus and shortage of staff occurs in many places; the connection between levels and sectors is still limited.
A number of cadres, including leaders and managers, have not yet upheld their sense of responsibility, lacked exemplary behavior, faded their ideals, lost their will, fallen into individualism, words did not match their actions, violated party discipline, violated the law, worked superficially, were afraid of difficulties and hardships, degraded in political ideology, ethics, and lifestyle, showed signs of "self-evolution" and "self-transformation"; lacked frankness in self-criticism and criticism, were still respectful, evasive, afraid of conflicts, and repression...
Fix the problem of having the right process but the wrong people
Discussing this issue, Associate Professor Dr. Le Minh Thong - former Vice Chairman of the National Assembly's Law Committee - said that the key point of the apparatus is related to people. If the apparatus wants to be streamlined but the human resources there are not favorable, the streamlining will not be effective.
According to Mr. Thong, the core of streamlining the apparatus is to improve the quality of the staff and civil servants in the apparatus. To do this, it is necessary to innovate the work of cadres.
"Innovation in personnel work is the key because personnel are the root of the problem, the "key of the key". Personnel are selected in a transparent manner, with healthy competition, truly meeting the requirements of the process of advancement" - Mr. Thong said.
Asking the question "how to innovate?", Associate Professor Dr. Le Minh Thong said that first of all, it is necessary to innovate the election method to create competition among the staff. At the same time, it is necessary to publicize the staff work. It is necessary to rely on the people to do the staff work. Overcome the situation of following the right process but not the right people.
