Speaking at the opening of the congress, Lieutenant General Mai Hoang, Party Secretary and Director of Ho Chi Minh City Police, said that the first Congress of the Ho Chi Minh City Police Party Committee took place at a time when the entire force competed to achieve achievements to celebrate the 80th anniversary of the People's Public Security Traditional Day and the 20th anniversary of the All-people Festival for National Security Protection.
Over the past term, Ho Chi Minh City Police have proactively grasped the situation, promptly advised the Central Public Security Party Committee and the Standing Committee of the City Party Committee on effective policies and solutions in ensuring security and order; ensuring absolute security and safety for political, cultural and social events in the area; crimes against social order continue to be controlled and reduced.
Along with that, Ho Chi Minh City Police are exemplary in taking the lead in applying technology, effectively implementing Project 06 and online public services. The administrative reform index has continuously achieved excellent results. The organizational apparatus is streamlined, effective and efficient; pioneering in social security, taking care of families with meritorious services, associated with the movement of the whole people to protect national security. In August 2024, the unit was honored to be awarded the title of Hero of the People's Armed Forces in the renovation period by the President.
Speaking at the congress, General Luong Tam Quang - Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security acknowledged, commended and highly appreciated the efforts, determination and results that the Ho Chi Minh City Public Security Party Committee has achieved in the past term. The Minister of Public Security assessed that the Ho Chi Minh City Public Security Party Committee has clearly affirmed its leadership capacity and fighting strength in leading and directing all aspects of security and order and building the Ho Chi Minh City Public Security force.
Based on agreeing with the key groups of tasks, breakthroughs and strategic solutions of the Ho Chi Minh City Public Security Party Committee submitted to the congress, General Luong Tam Quang emphasized a number of work contents that need to be focused on. In particular, the Ho Chi Minh City Public Security Party Committee focuses on leading the entire Ho Chi Minh City Public Security force to effectively implement a new thinking on protecting security and order; and leading the implementation of political tasks well. In the spirit of working with the Capital Police, Ho Chi Minh City Police must set an example, be a model for the whole country, and actively contribute to the high-quality development of Ho Chi Minh City.
