The Government Office has just issued Notice No. 329/TB-VPCP on the conclusion of Deputy Prime Minister Nguyen Chi Dung at the meeting on June 27, 2025 on reviewing the progress and results of implementing interconnected and synchronous digital transformation tasks to prepare for the implementation of the 2-level local government model smoothly, effectively, and without interruption from July 1, 2025.
The Deputy Prime Minister requested the People's Committees of provinces and centrally run cities to focus highly, not be negligent, subjective, and assign specific tasks associated with the responsibility of each individual and collective.
Strengthen inspection, supervision, urging and closely coordinating with relevant ministries, branches, enterprises and agencies to promptly remove difficulties and obstacles arising in the implementation process.
Regarding institutions, the Deputy Prime Minister requested the ministries (Department of Justice, Industry and Trade, Foreign Affairs, Education and Training, Health, Finance, Construction, Agriculture and Environment, Ethnic Minorities and Religions, Government Inspectorate) to urgently give opinions on the development of a Government Resolution on promoting the creation of data for comprehensive digital transformation, and send it to the Ministry of Public Security for synthesis and reporting to the Government.
The People's Committees of provinces and cities promptly announce and publicize the full list of administrative procedures applied in the province.
Review and adjust internal processes and electronic processes of administrative procedures that have been decentralized, delegated authority, and assigned authority, promptly implemented from July 1.
Review and register the issuance of certificates of digital signatures for public service purposes for cadres and civil servants to send to the Government Equipment Committee; review and complete regulations and rules related to the organization of performing public duties; receive and handle administrative procedures.
Management, operation and ensuring the security and safety of information systems associated with the responsibility of cadres and civil servants after the arrangement of administrative units, ensuring unified implementation throughout the province.
The Deputy Prime Minister requested that enterprises assigned to deploy systems to localities increase personnel to directly support at the grassroots level for civil servants and people using the systems.
The People's Committees of provinces and centrally run cities ensure adequate funding for upgrading information systems; mobilize the participation of mass organizations and communities to support staff and civil servants of the one-stop department in the process of guiding people to carry out administrative procedures and public services online.
The Ministry of Finance shall preside over and coordinate with provinces and cities to promptly guide, support, and remove difficulties and obstacles in purchasing and upgrading equipment and software for applying information technology to meet the requirements of the operation of the two-level government.
