The Government issued Decree No. 118/2025/ND-CP on implementing administrative procedures under the one-stop, one-stop mechanism at the One-stop and National Public Service Portal Department. The Decree specifically stipulates the organization of the One-stop Department at the ministerial level, the establishment of the Public Administration Service Center at the provincial and commune levels from July 1, 2025.
Based on the number of administrative procedures under the authority to handle, the frequency of receiving documents and the situation of headquarters arrangement, Ministers and Heads of ministerial-level agencies decide to establish a reception and returned results department at ministries, ministerial-level agencies under the ministerial Office, ministerial-level agencies or at agencies, units under ministries, ministerial-level agencies.
In case of establishing a Resolution and Returnance Department at agencies and units under the Ministry, ministerial-level agencies, ministerial-level offices, and ministerial-level agencies, monitor, supervise, and urge the implementation of the one-stop, one-stop mechanism at these agencies and units through the Information System for handling ministerial-level administrative procedures.
For central agencies organized according to the local vertical sector system, the head of the agency shall arrange cadres, civil servants, and public employees to work at the Provincial Public Administration Service Center, Commune-level Public Administration Service Center to receive and handle administrative procedures for administrative procedures under the authority prescribed in Point c, Clause 2, Article 14 of this Decree.
Based on the principles and other provisions in this Decree, the Minister of National Defense and the Minister of Public Security decide on the implementation of the one-stop, one-stop mechanism in accordance with the working conditions of each ministry.
Pursuant to this Decree, other relevant provisions of law and international treaties that the Socialist Republic of Vietnam has signed or joined and the conditions and circumstances of each country and locality, the Minister of Foreign Affairs decides on the implementation of the one-stop, one-stop mechanism to resolve administrative procedures at diplomatic missions, consular missions, and representative agencies of Vietnam at international organizations abroad.
The Provincial People's Committee decides to establish the Provincial Public Administration Service Center as an administrative organization under the Provincial People's Committee Office, with its own seal and account to perform assigned tasks and powers.
In centrally-run cities, based on considering the specific characteristics of population management, urban urban urban living organization, assessment of the level of application of science, technology, innovation and digital transformation in the city, the City People's Committee decided to establish the Provincial Public Administration Service Center as an administrative organization under the City People's Committee (hereinafter referred to as the One-level Public Administration Service Center) and decide on the number of branches under the One-level Public Administration Service Center to perform tasks within the locality.
In case of not choosing this model, the City People's Committee will decide to establish a Provincial Public Administration Service Center according to the provisions of Point a above.
