The Government has just issued Decree No. 179/2024/ND-CP stipulating policies to attract and employ talented people, effective from January 1, 2025.
The Decree applies to three subjects: Talented officials, civil servants, and public employees; excellent graduates, talented young scientists; experts, managers, business administrators, and leading scientists who are Vietnamese or foreigners.
The Decree clearly states the policy of employing talented people. Notably, Article 15 clearly states the policy of increasing allowances for talented cadres, civil servants and public employees.
Accordingly, talented cadres, civil servants and public employees are entitled to receive an additional monthly allowance equal to 150% of their current salary from the date of the recognition decision by the competent authority. The additional allowance is not used to calculate the contribution to compulsory social insurance, health insurance and unemployment insurance (for civil servants).
Also in this decree, talented cadres, civil servants and public employees enjoy policies on arrangement and use.
Talented cadres, civil servants and public employees are given priority in arrangement and use by the managing and using agencies and units as follows:
Priority selection when considering appointment to leadership or management positions or appointment to senior expert positions; in special cases, the competent authority will consider and decide on planning, age, and duration of holding equivalent positions when considering appointment.
Be sent to study experience, conduct research, and exchange science domestically or abroad related to the assigned expertise and profession at least once a year; receive full payment of expenses according to regulations during the period of study experience, research, and exchange science, except in cases where the law provides otherwise.
Assigned to preside over and arrange funding for scientific research projects and projects from the ministerial and provincial levels and above. Proposed budget estimates for specific work or tasks; assigned and decided on the use of funds; responsible before the law and competent authorities for the use of assigned funds.
Be fully reimbursed for expenses as prescribed when going on business trips or attending conferences domestically and abroad when directly related to the implementation of assigned programs, projects, and scientific tasks.
Ministries, Government agencies, People's Committees of provinces and cities shall promulgate other mechanisms and policies to attract and employ talented people according to their authority; mobilize other legal resources (if any) according to the provisions of law to implement other preferential policies for talented people regarding bonuses and income.
Regarding the funding source for implementing policies, Director of the Department of Civil Servants and Public Employees (Ministry of Home Affairs) Nguyen Tuan Ninh said: The Decree stipulates that every year, the state budget allocates funding equal to 10% of the total basic salary fund (excluding allowances) for ministries, branches, and central agencies and equal to 5% of the total basic salary fund (excluding allowances) for localities to implement policies to attract and promote talented people working in agencies, organizations, and units under their management.
In addition, ministries, branches and localities are allowed to mobilize resources according to legal regulations to implement policies to attract and promote talented people to work in agencies, organizations and public service units under their management.
