According to Ms. Bui Thi Le (character's name has been changed), many central directives on implementing two-level governance have clearly stated the arrangement of school units under the management of the district. Accordingly, school units are not affected by the arrangement of administrative units.
However, to ensure the full number of school management staff according to regulations at schools (there is a shortage of principals, surplus deputy level or shortage of deputy level), Ms. Le suggested that the Ministry of Home Affairs give a clear answer on whether to mobilize school management staff before removing the district level or not.
She said that if the mobilization cannot be carried out during this period, after the schools are transferred to the commune for management, the mobilization and appointment will be very difficult for the locality.
In particular, some policies on the transfer of management staff have had agreed documents from competent authorities since February 2025 (before the Politburo issued Conclusion No. 128-KL/TW), but due to the need to wait for the conclusion on political standards to be finalized, the transfer has been prolonged, interrupted and affected the operations of schools.
Therefore, Ms. Le recommended that the Ministry of Home Affairs soon issue specific guidance and response documents so that the locality has a basis to carry out the mobilization.
Regarding Ms. Le's reflection and recommendation, the Ministry of Home Affairs responded on the Electronic Information Portal.
On June 27, 2025, the Politburo and the Secretariat issued Conclusion No. 171- KL/TW on continuing to implement and complete the task of reorganizing the apparatus and administrative units, in which Clause 5 stipulates:
From July 1, 2025, provincial committees, city Party committees, and party committees directly under the Central Government will carry out personnel work according to their authority, ensuring compliance with the regulations of the Party and State (enduring the validity of Conclusion 128-KL/TW, dated March 7, 2025 of the Politburo on personnel work policies).
Therefore, the Ministry of Home Affairs has asked her to discuss with the competent authority managing her workplace for guidance and resolution.
