Deputy Head of the Central Organizing Committee Hoang Dang Quang has signed and issued Instruction No. 36-HD/BTCTW on the personnel work of National Assembly deputies (NADs) of the 16th tenure and People's Council deputies at all levels for the 2026-2031 term.
Accordingly, in addition to meeting the general standards as prescribed, full-time People's Council delegates at the provincial and commune levels must have a university degree or higher and specific standards.
At the provincial level, the candidate for the full-time Vice Chairman of the People's Council must be a member of the Provincial Party Committee or a member of the Standing Committee of the Provincial Party Committee or City Party Committee, holding the position of Head of the People's Council or Director of a Department or equivalent or higher, and be planned for the position of Vice Chairman of the People's Council or Vice Chairman of the Provincial People's Committee or equivalent or higher.
The candidate for the Head of the People's Council's full-time committee must hold the position of Deputy Head of the People's Council or Deputy Director of the department and equivalent or higher, planned for the position of Head of the People's Council or Director of the department and equivalent or higher.
The candidate for the position of Deputy Head of the People's Council's full-time department must hold the position of Head of the department level or equivalent or higher and be planned for the position of Deputy Head of the People's Council or Deputy Director of the department and equivalent or higher.
At the commune level, the candidate for the full-time Vice Chairman of the People's Council must be a member of the Party Committee, holding the position of Head of the Department or equivalent or higher and being planned as Vice Chairman of the People's Council, Vice Chairman of the People's Committee at the commune level (old commune) or equivalent or higher; the candidate for the head of the full-time People's Council must hold the position of Deputy Head of the Department or equivalent or higher at the commune level; the candidate for the Deputy Head of the full-time People's Council must have held the position of specialist or equivalent for 5 years or more.
In the immediate future, it is allowed to apply and arrange cadres with capacity, experience, and ability to meet the requirements of work but still lacking standards on political theory qualifications, state management qualifications, and planning titles to participate in the candidations for Vice Chairman of the People's Council of Heads and Deputy Heads of specialized committees of the People's Council at the commune level to ensure the correct number of approved cases.
At the same time, urgently conduct training, perfect the standards for political theory qualifications, state management qualifications and position planning according to regulations.
For personnel expected to be assigned to be the Head of the People's Council at the commune level, they must have capacity, qualifications, health and time to meet the requirements of the job, and will be considered and decided by the competent authority managing the cadres.
