On November 15, a national conference was held in Hanoi to disseminate the Politburo's Directive, deploy the election of 16th National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term.

The conference was held in a direct and online combination to provincial and commune-level connecting points of 34 provinces and cities across the country.

Speaking at the opening of the Conference, Politburo member and National Assembly Chairman Tran Thanh Man said that the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026 - 2031 term is an important political event of the country, taking place at a time of special significance.
The National Assembly Chairman said that compared to previous terms, this election has many important new points.
Accordingly, the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term will be shortened, fixing the election date to March 15, 2026, about 2 months earlier than previous elections.
Shorten the time in the steps of the election process: the time from the end of submitting the candidate documents to the election date is reduced from 70 days to 42 days; the time frame for consultation, announcement of the list of candidates, settlement of complaints and denunciations are also adjusted accordingly, ensuring consistency and suitability to reality.
Adjust the authority to determine voting areas and organize elections according to the 2-level government model.
Diversify election campaign methods, in addition to direct contact with voters, allow online organization or combine them directly with online with conditions of ensuring technology, information security and network security.

In particular, there is a mechanism to allow the National Election Council to proactively adjust the time and guide the organizations in charge of the election when actual situations arise, ensuring the progress and effectiveness of the election organization.
The National Assembly Chairman said that each election session has new context, its own advantages and difficulties, and new situations may arise, but with high political determination and close leadership and direction of the Party Central Committee, Politburo, Secretariat, and Party committees at all levels in election preparation, it is the top important factor to ensure the victory of the election.
Along with that is the determination, closeness, proactiveness, creativity, flexibility, closeness to the practical situation and geographical conditions of each locality; the close and effective assignment and coordination between relevant agencies and organizations in all election work, creating transparency, clarity, unity, and smoothness from the Central to the grassroots level.
In particular, it is noted that in accordance with the requirements of Directive No. 46 of the Politburo, the entire political system must be united, strengthen coordination, focus on preparing the necessary conditions to successfully organize the election, ensuring the election is conducted democratically, equally, in accordance with the law, safely and economically.
"To do so, this election is certain to be a broad democratic activity among all classes of people, selecting and electing outstanding delegates, representing the People of the whole country in the National Assembly and People's Councils at all levels" - the National Assembly Chairman emphasized.
