On the morning of October 21, the National Assembly discussed in groups, evaluating the results of implementing the 2025 socio-economic development plan; the expected socio-economic development plan for 2026.
Delegate Nguyen Thi Mai Hoa - Vice Chairwoman of the Committee on Culture and Society - said that through the Government's reports, it can be seen that we are acting with a very fast, strong and very determined spirit.
The speed of implementing many unprecedented tasks has been accelerated widely, from the reorganization of the apparatus at the central to local levels. This shows very high political determination and received great consensus from cadres to people.
However, according to the delegate before the important transition period of the country, the Government's report needs to analyze more deeply the challenges that are being faced, especially the two core issues: People and financial resources.
Regarding human resources, the restructuring of the apparatus (moving district cadres to communes, merging commune-level administrative units) poses a very high requirement on the capacity and ability to take on the work of grassroots cadres. The pressure and workload at the commune level is currently very large.
Therefore, there needs to be a breakthrough solution in training and fostering, especially promoting the spirit of self-study and self-training of the staff to meet the requirements of the task.
In particular, along with the requirement of capacity, there is a treatment policy. Salary reform needs to be implemented substantially so that cadres can work and contribute with peace of mind.
"We have spent a lot of time on salary reform, but the present is still only for the future. How to receive a satisfactory salary, the right person, the right job, and the right income" said the delegate.

Delegate Hoang Quoc Khanh (Lai Chau Delegation) expressed his interest in operating the 2-level local government model from July 1 to present. Initially, communes and wards have been put into stable operation, implementing their functions and tasks properly.
However, the delegate said that the workload at the commune level is very large, one person has to take on many tasks, so the quality is not high.
The delegate suggested that the Minister of Home Affairs and competent authorities soon have instructions for early recruitment, especially good graduates to compensate for the missing positions.
Regarding facilities, the delegate said that in Lai Chau, there are currently about 20 communes with 2 working headquarters. In which, the People's Committee headquarters commune is 10-20km from the Party Committee headquarters because it still uses 2 headquarters when arranging and merging. Some communes even currently have 3 working headquarters.
"I request the Central Government to pay attention to supporting the budget for repairing, upgrading, and investing in working headquarters," the delegate suggested.
