On the side of the Party Committee of the Ministry of Construction, there were members of the Party Central Committee, Party Committee Secretary, Minister of Construction Tran Hong Minh and members of the Standing Committee, members of the Executive Committee and 242 official delegates, representing 9,750 Party members of 53 Party organizations under the Ministry.
The first Congress of the Ministry of Construction Party Committee is an important political event, marking a major turning point in Party building work, perfecting the organization, and improving the comprehensive leadership capacity of the Ministry of Construction Party Committee after the merger of two ministries - the Ministry of Construction and the Ministry of Transport - into a grassroots party committee directly under the Government Party Committee, with higher scale, stature and responsibility.
The Congress was held with the theme: "Improving the leadership capacity and fighting strength of Party committees and Party organizations at all levels, the effectiveness of the operations of agencies, units and enterprises; promoting the strength of solidarity, joint efforts, consensus, innovation, creativity, building the Party Committee and the Ministry of Construction to develop strongly and comprehensively, contributing to bringing the country into a new era of the nation".
The Congress has the important task of summarizing and evaluating the results of leadership and direction in implementing the Resolution of the National Assembly for the 2020-2025 term on the basis of the content of the Resolution of the Party Congress before the merger; drawing lessons and determining the direction, goals and tasks for the 2025-2030 term; discussing and contributing opinions to draft documents of the 14th National Party Congress and draft documents of the 1st Government Party Congress, term 2025-2030.
At the Congress, Comrade Pham Minh Chinh, Politburo member, Party Committee Secretary, Prime Minister presented the decisions of the Standing Committee of the Government Party Committee appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee of the Ministry of Construction Party Committee for the 2025 - 2030 term.
Accordingly, Minister Tran Hong Minh - Member of the Party Central Committee, Member of the Government Party Committee, Secretary of the Ministry of Construction Party Committee for the 2020 - 2025 term was appointed to hold the position of Secretary of the Ministry of Construction Party Committee for the 2025 - 2030 term; appointed the Party Committee of the Ministry of Construction for the 2025 - 2030 term to include 39 comrades; the Standing Committee of the Ministry Party Committee for the 2025 - 2030 term includes 13 comrades; The Party Delegation of the Ministry consists of 19 official delegates representing nearly a thousand delegates in the Party Committee attending the first Government Party Congress.
The opening speech of the Congress presented by Minister Tran Hong Minh stated: Quite implementing and organizing the implementation of Directive No. 45-CT/TW of the Politburo, Plan No. 07-KH/DU of the Government Party Committee, the Executive Committee of the Ministry's Party Committee focused on leading and directing the successful organization of the Congress of 151 grassroots party committees, grassroots party cells, departmental party cells and 865 subordinate party cells to ensure compliance with procedures, principles, content, progress and quality according to regulations. The draft documents of the Congress are carefully prepared, absorbing the maximum enthusiastic and responsible contributions from the congresses of Party committees and affiliated Party cells, contributing significantly to the completion of the contents of the Congress documents.
The Congress recognized and commended the outstanding achievements of Party committees, Party organizations, agencies, organizations, units and individuals in patriotic emulation movements in the past term and emulation movements to welcome Party Congresses at all levels.
Assessing the development journey over the past 5 years - presenting the Speech, Minister Tran Hong Minh emphasized: Under the strong leadership and direction of the leaders of the Party, State, Government and Prime Minister, the support and coordination of central and local departments, ministries and branches; the consensus, efforts and efforts of the team of cadres, party members, civil servants, public employees and workers; the Party Committee and the Ministry of Construction have promoted good traditions, promoted the spirit of unity, determination, determination, innovation, dynamism and creativity in performing political tasks and achieved many important and comprehensive results in all areas managed by the Ministry.
Entering the 2025-2030 term, the Ministry of Construction Party Committee clearly identified development opportunities as well as new difficulties and challenges, especially high requirements for institutional improvement, synchronous infrastructure development, building smart and sustainable urban areas and ensuring traffic safety. With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Party Committee of the Ministry of Construction for the 2025-2030 term is determined to strive to overcome difficulties and challenges, together with the whole country to effectively carry out the tasks of socio-economic development, national defense, security and foreign affairs; build a clean and strong Party Committee, successfully implement the country's development goals by 2030 when our Party celebrates 100 years of establishment (1930 - 2030); towards the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam (1945 - 2045) as determined by the 14th National Party Congress.
The Party Committee of the Ministry of Construction for the 2025-2030 term identified 6 key tasks; 3 strategic breakthroughs to improve leadership capacity, operational efficiency and create clear changes in the entire Industry. In the general strategy of the Industry, the Ministry has identified the position and role of the "Three pillar Resolutions" including Resolutions No. 57-NQ/TW, Resolution No. 59- NQ/TW, Resolution No. 66- NQ/TW, Resolution No. 68- NQ/TW as the foundation and direction for the industry development process in the period of 2025 - 2030 and vision to 2045".
