Implementing the 2-level local government model, To Hieu ward was established on the basis of merging the entire area and population of 4 wards: To Hieu, Chieng Le, Quyet Thang and Quyet Tam, with a total area of 11.92 km2 and a population of 51,294 people. The ward Party Committee has 104 affiliated party organizations, with over 5,000 party members.
The Congress assessed the situation and results of the implementation of the Resolution of the 19th City Party Congress, the Resolution of the Congresses of the wards merged to establish the new To Hieu ward; determined the direction, goals, tasks, and solutions for the 2025-2030 term; reviewed the leadership and direction of the City Party Committee Executive Committee and the wards, 2020-2025.
In the 2025 - 2030 term, the To Hieu Ward Party Committee focuses on implementing key tasks, breakthroughs, striving to increase the total budget revenue in the ward by 7-8% to over 250 billion VND; 100% of schools meet national standards and over 92% of schools meet level 2 standards; 100% of Party cells maintain discipline and quality of life; 90% of Party cells complete tasks well or better; all other areas of development are focused and focus on achieving the set targets.
The Congress announced the Decision of the Son La Provincial Party Committee on appointing the Delegation to attend the 16th Provincial Party Congress, term 2025-2030, including 9 official delegates and 1 absent delegate.
