On the morning of September 17, at the Cao Bang Provincial Conference Center, the 20th Cao Bang Provincial Party Congress, term 2025 - 2030, officially opened. General Luong Tam Quang - Politburo member, Minister of Public Security, on behalf of Party and State leaders attended and directed the Congress.
The Congress was also attended by members of the Party Central Committee: Nguyen Hoang Anh - Deputy Head of the Central Policy and Strategy Commission; Lai Xuan Mon - Deputy Head of the Central Propaganda and Mass Mobilization Commission; Senior Lieutenant General Nguyen Hong Thai - Deputy Minister of National Defense; Nguyen Dinh Khang - Vice Chairman of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam General Confederation of Labor; Senior Lieutenant General Be Xuan Truong - Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Chairman of the Vietnam Veterans Association.
The Congress was also attended by leaders of the Central Party Office, the Organizing Committee, the Internal Affairs Committee, the Central Inspection Committee, representatives of central departments, ministries, branches, and organizations, and leaders of the provinces of Dong Nai, Thai Nguyen, Tuyen Quang, and Lang Son.
On the side of Cao Bang province, there were comrade Quan Minh Cuong, Secretary of the Provincial Party Committee, and comrades who were former leaders of the Provincial Party Committee through the ages, revolutionary veterans, Heroic Vietnamese Mothers, Heroes of the People's Armed Forces. The Congress gathered 399 official delegates, representing more than 63,000 Party members in the entire Party Committee.
Previously, on September 16, the Congress held a preliminary meeting to elect a Presidium consisting of 11 comrades, 3 secretary groups and 7 comrades from the Delegation Committee; approved the working program and regulations; discussed and contributed opinions to draft documents of the 14th National Party Congress and the 20th National Party Congress of the province.
On the afternoon of September 16, the Congress continued to listen to presentations and reports on the personnel plan of the 20th Executive Committee and discussed standards, structure, and number of Executive Committee members.
Speaking at the opening of the congress, Secretary of the Quang Quang Provincial Party Committee Minh Cuong affirmed that the 20th Congress is a political event of special significance, deciding the development direction of the province in the next 5 years, and at the same time contributing to the success of the 14th National Congress.
He suggested that the delegates promote a sense of responsibility, focus their intelligence, discuss and contribute ideas to effectively implement the Congress program.
The political report submitted to the Congress shows that in the 2020 - 2025 term, Cao Bang achieved many outstanding results: the economy maintained good growth, GRDP in the 2021 - 2025 period is estimated at 4.46%/year; budget revenue increased by over 22%/year, of which revenue from border gates accounts for nearly half; traffic infrastructure, urban areas, digital infrastructure were invested heavily, especially the Dong Dang - Tra Linh expressway.
Tourism is improving, total revenue from tourists is 3 times higher than the previous term; social security is guaranteed, the poverty rate decreases by an average of 4.24%/year; national defense - security, border sovereignty are maintained. The work of building the Party and the political system has many innovations, the apparatus is streamlined, effective and efficient.
Entering the new term, the province has identified the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", with the goal of improving the leadership capacity of the Party Committee, maximizing advantages, mobilizing resources for spearhead economic development, promoting foreign cooperation, caring for social security, preserving cultural identity, ensuring national defense - security, building Cao Bang to develop rapidly and sustainably.
In his speech, General Luong Tam Quang, on behalf of the Party and State leaders, congratulated and commended the achievements of the Party Committee, government and people of Cao Bang.
Minister Luong Tam Quang expressed his approval of the goals, tasks and solutions set out in the political report, and emphasized that the province needs to create a breakthrough in economic development, arouse the desire to rise up, build new rural areas, sustainably reduce poverty, focus on education, healthcare, and develop high-quality human resources; build an effective, people-friendly, and people-to-people-serving two-level government apparatus.
Immediately after the opening session, the Congress discussed and voted to approve the standards, structure, quantity and elect personnel for the Provincial Party Executive Committee, term XX, 2025 - 2030.
