On November 13, the second Vietnam - Cambodia Border Defense Friendship Exchange officially began at Moc Bai International Border Gate (Tay Ninh Province) with a welcoming ceremony for the Cambodian delegation to attend the program.
The Cambodian delegation was led by General Tea seiha, Deputy Prime Minister and Minister of National Defense. The welcoming ceremony was chaired by General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense of Vietnam.

Immediately after the welcoming ceremony, General Phan Van Giang and the Vietnamese delegation moved to the border demarcation road to welcome General Tea seiha and the Cambodian delegation to attend the exchange. The two delegations performed the flag-raising ceremony and approved the Vietnam People's Army Honorable Team in a solemn atmosphere, opening a series of exchange activities taking place from November 13 to 14 in Tay Ninh (Vietnam) and Svay Rieng province (Cambodia).

The second Vietnam - Cambodia Border Defense Friendship Exchange is an important defense foreign affairs activity in 2025. Previously, the first friendly exchange was held in 2022 in Binh Phuoc (old) and Kratie province, leaving many good impressions of the solidarity between the army and people of the two countries.
After the welcoming ceremony, the two Ministers and the working delegation visited the Joint Medical Exercise, a key activity within the framework of the exchange. The simulation drill of a situation of prolonged heavy rain causing flooding and collapse of a project, requiring the military forces of the two countries to coordinate in rescue, first aid and transport the victim to the back line. The activity aims to enhance disaster response capacity, share experiences and improve coordination capacity between militia and medical forces in border areas.


Also in the program on November 13, General Tea seiha visited Ben Cau Primary School (Ben Cau commune, Ben Cau district). General Phan Van Giang chaired the welcoming of the Cambodian delegation at the school. This is a school with more than 1,000 students, including Cambodian students. General Tea seiha expressed his joy at visiting the border school for the first time and sent his best wishes to the students to strive to study, becoming "green shoots of friendship" between the two peoples.
According to the school, Ben Cau Primary School was established in 1994 and officially has its current name from July 1, 2025. Over the past 30 years, the school has trained nearly 5,000 students. The school has 29 classes with 1,027 students, of which nearly 200 are boarding students; the team of 53 cadres, teachers and staff are all qualified and above the standard. The school has 48 functional rooms, accommodating 2 sessions/day.
In August 2025, the school was given a 3-storey boarding school area with 12 rooms: IT room, library, rest space for teachers, students and modern new classrooms by the Vietnamese Ministry of National Defense. The project contributes to completing facilities, creating a safe and favorable learning environment for students in border areas.

At the meeting, General Phan Van Giang assessed that the visit of the Cambodian delegation demonstrated a general interest in the work of educating and nurturing the young generation in the border area.
General Tea seiha expressed his wish that the two Ministries of National Defense continue to promote cooperation, especially in the fields of education, border exchange and human resource training; and wished the Vietnam - Cambodia friendship "forever strong and prosperous".
Late in the morning, delegations from both countries attended the celebration of the border residential cluster between Long Cuong Hamlet (Vietnam) and Otamo Hamlet (Cambodia). According to the twinning document, the people of both sides are committed to complying with the laws of each country, coordinating to protect borders and markers, supporting each other in the production, conversion of crops and livestock, and enhancing cultural exchanges and family visits. The two sides maintain regular meetings to discuss the situation and promptly resolve arising issues, contributing to building a peaceful, stable, friendly and developing border.
