On March 27, the Dak Nong Provincial People's Committee issued a directive related to the proposal of Mr. Ha Xuan Binh (working at the Department of Construction).
According to the Provincial People's Committee, the leaders of the Department of Construction have not done a good job of propaganda and explanation for cadres, civil servants and public employees to clearly understand and recognize the implementation of the Party and State's policies on cadre work.
The Department of Construction has not strictly implemented the direction of the Provincial Party Committee on the orientation of selecting and arranging department-level leaders when reorganizing the apparatus in Official Dispatch No. 2152 dated February 26, 2025 and the opinion of the leaders of the Provincial People's Committee in Notice No. 372 dated March 4, 2025.
The Provincial People's Committee requested the Department of Construction to organize a review of relevant collectives and individuals; strictly implement the arrangement of qualified department heads in accordance with the orientation and direction of the Provincial Party Committee in Official Dispatch No. 2152.
The Department of Construction reviews the entire process of implementing personnel work in the arrangement of the apparatus, is responsible for the implementation results and reports before April 2, 2025.
Previously, Lao Dong Newspaper reported that Mr. Ha Xuan Binh had submitted a petition to the Dak Nong Provincial People's Committee regarding the arrangement of department-level leaders.
This includes the transfer of Mr. Binh from the Head of the Department of Infrastructure and Housing Management to the Deputy Department level on March 5.
After that, the Provincial People's Committee assigned the Department of Home Affairs to handle the petition. According to the inspection results of the Department of Home Affairs, the Department of Construction currently has 8 departments and has arranged 7 department heads.
The Department of Transport, Vehicle and Driver Management, Department of Construction did not select the head but assigned Mr. Nguyen Dung, Deputy Head of the Department of Transport, Vehicle and Driver Management as deputy manager.
Meanwhile, Official Dispatch No. 2152 dated February 26 of the Provincial Party Committee and Notice No. 372 dated April 4 of the Provincial People's Committee both have instructions and orientations when arranging to arrange all department-level leaders.
Even at the time of inspection, the Department of Construction had not yet completed the position of Head of the Department of Transport, Vehicle and Driver Management. While there are still redundant department heads who must be reorganized to deputy heads, they have not reported according to the proposal in Official Dispatch No. 57 dated March 10 of the Department of Home Affairs.
Therefore, the Department of Home Affairs recommends that the Provincial People's Committee seriously criticize and draw lessons from the leaders of the Department of Construction; strictly implement the arrangement of heads for departments with shortage of heads according to regulations.
