Deputy Prime Minister Bui Thanh Son has signed Decision No. 155/QD-TTg approving the Action Program to implement the Strategic Plan of the ASEAN Cultural and Social Community in Vietnam for the period 2026-2035 (Action Program).
The common goal of the Action Program is to successfully implement the Strategic Plan of the ASEAN Cultural and Social Community (VHXH) in Vietnam in the period 2026-2035, contributing to building an ASEAN Community that is integrated, self-reliant, self-reliant, sustainable and centered on the people by 2045.
Based on the ASEAN Social and Cultural Community Strategic Plan, the Action Program identifies the implementation of 12 strategic goals.
Typically, building a Community with the people at the center, towards the people and with close connection, with the smooth movement of people, goods and services, sharing ASEAN ownership and identity.
Ensuring full development of potential and improving the quality of life for people, encouraging active, inclusive, sustainable participation and promoting social cohesion, thereby ensuring common prosperity, especially for vulnerable groups, and leaving no one behind.
In particular, building a healthy ASEAN Community with a longer lifespan, ensuring welfare for all ages, avoiding infectious and non-communicable diseases, towards universal health insurance and sustainable and flexible access to the health system.
Create a favorable environment for people to play an active role in all aspects of life by promoting human security, strengthening people's resilience by developing public-private partnerships in accordance with ASEAN's sustainable development agenda.
At the same time, strengthen the power of women to participate fully and effectively in the process of building the ASEAN Community and fully promote the potential of women in the decision-making process.
To achieve the above goals, the Action Program offers 05 specific solutions.
In which ministries and sectors that are agencies directly participating in ASEAN cooperation belonging to the pillar of the ASEAN VHXH Community in Vietnam include the Ministry of Home Affairs; Ministry of Culture, Sports and Tourism; Ministry of Education and Training; Ministry of Agriculture and Environment; Ministry of Health... to develop and implement the Action Plan for implementing the Action Program by area of responsibility, to be completed in June 2026.
Periodically report the results of implementation to the Ministry of Home Affairs before December 1st every year for synthesis and reporting to the Prime Minister.
At the same time, preside over and coordinate with the Ministry of Finance to allocate funds to implement the Action Program in the annual budget estimate and implement it in accordance with the provisions of the State Budget Law of 2025 and relevant legal regulations.
Creating conditions and encouraging socio-political organizations, professional societies and other partners to participate in the process of building, implementing, supervising, and evaluating the implementation of the Action Program on the basis of being suitable for functions, tasks, and powers as prescribed.
