On the morning of June 27, Politburo member and National Assembly Chairman Tran Thanh Man delivered a closing speech at the 9th Session.
The National Assembly Chairman stated that after 35 working days, the 9th Session had completed all the contents and programs set out.
At this session, the National Assembly reviewed, gave opinions and decided on a very large amount of work of historical significance, with many important contents, associated with the requirements of innovation, institutional improvement, and streamlining of the apparatus, which was monitored, excited, expected, and highly agreed and agreed by voters and people.
This is the session with the largest volume of content on legislative work ever; the spirit of "running and lining up at the same time" but still ensuring discipline, carefulness, order, compliance with legal regulations and efficiency.
The National Assembly has passed 34 laws, accounting for 52.3% of the total number of laws issued at 17 sessions of the 15th term; the National Assembly has also passed many resolutions regulating the law...
In particular, the National Assembly discussed and passed a Resolution amending and supplementing a number of articles of the Constitution with an absolute consensus ratio of National Assembly deputies, along with many synchronous laws and resolutions, creating a legal basis for the innovation and arrangement of the local government apparatus at both levels.
The National Assembly Chairman emphasized that the results of the 9th Session are a vivid testament to the Party's will to connect with the people's hearts, meeting urgent requirements of an inevitable and objective nature.
At the same time, this is an opportunity to evaluate the staff, only through work can they truly demonstrate their capacity, qualifications, and responsibility, especially in difficult times when the country is congested with work; the Party and State really need cadres with innovative thinking and determination to act for the country and the people.
The National Assembly Chairman stated that the 9th Session is an important milestone in the history of the institutions and laws of the 15th National Assembly. The spirit of the old Dien Hong Conference was demonstrated at today's Dien Hong Hall.
The decisions and laws passed at this Session are revolutionary, starting with fundamental institutional reforms, orienting tasks for the new development stage of the country.
The National Assembly requested the Government, ministries, branches and localities to urgently and seriously, synchronously and effectively implement the laws and resolutions passed by the National Assembly immediately after this session.
In particular, implementing the Resolutions and decisions of the Central and local governments on merging provincial and commune-level administrative units... to officially operate the two-level local government from July 1, 2025.
The National Assembly calls on all people and voters to continue to accompany, supervise, and contribute opinions so that the National Assembly's decisions can soon come into practice, effectively, and sustainably.
Thereby contributing to the successful implementation of socio-economic development goals, ensuring national defense and security, foreign affairs, building a political system, practicing thrift, preventing corruption, waste and negativity.
At the same time, it set the highest achievement of celebrating the 80th anniversary of the August revolution and National Day on September 2; the 80th anniversary of the first General Election to elect the National Assembly of Vietnam.
