On the afternoon of May 14, General Phan Van Giang - Politburo member, Minister of National Defense, authorized by the Prime Minister, presented the draft Law on the participation of United Nations peacekeeping forces.
General Phan Van Giang stated that this law stipulates principles, subjects, forms, and fields; strengthening and deploying forces; ensuring resources, regimes, and policies; international cooperation on United Nations peacekeeping and the responsibility of agencies and organizations in participating in the United Nations peacekeeping force.
The subjects of the law include 3 groups of subjects.
First, officers, professional soldiers, workers and defense officials, non-commissioned officers, soldiers and units under the Ministry of National Defense; Officers, non-commissioned officers, technical specialists, police workers, soldiers and units under the Ministry of Public Security are sent to join the United Nations peacekeeping force.
Second, cadres, civil servants and public employees of the State are sent to participate in the United Nations peacekeeping force.
Third, agencies, units, organizations and individuals related to the participation in the United Nations peacekeeping force.
The basic content of the draft law includes:
Chapter I: General regulations on: Scope of regulation; subjects of application; interpretation of words; principles of participation in United Nations peacekeeping forces; position and functions of Vietnamese forces participating in United Nations peacekeeping activities.
Regulate the forms and fields of participation in United Nations peacekeeping forces; State policies; State management of participation in United Nations peacekeeping activities; international cooperation on participation in United Nations peacekeeping forces; prohibited acts in participating in United Nations peacekeeping forces.
Chapter II: Building and deploying Vietnamese forces to participate in United Nations peacekeeping activities.
Chapter III: Regarding assurance work and regimes and policies: Regulations on funding to ensure the participation in United Nations peacekeeping activities of the Vietnamese forces; the use of compensation paid by the United Nations; regimes and policies for subjects participating in the United Nations peacekeeping force.
Chapter V: Regarding implementation provisions.
Reviewing this content, Chairman of the National Defense, Security and External Relations Committee Le Tan Toi said that there were opinions suggesting studying and supplementing regulations on regimes and policies for individuals affected by health or affected by illness after finishing their duties, determined to be caused by the process of performing tasks participating in peacekeeping forces.
There are also opinions suggesting adding specific regulations on priority and incentive regimes and policies for female forces participating in the United Nations peacekeeping force.
In June 2014, Vietnam officially sent forces to participate in United Nations peacekeeping activities.
To date, Vietnam has sent nearly 1,100 officers and professional soldiers (including 13 police officers) to perform the United Nations peacekeeping mission at the UNMISS Delegation (South Sudan), MINUSCA Delegation (Central African Republic), UNISFA Delegation (Ayei region), EUTM-RCA Delegation ( collusion delegation of the European Union to the Central African Republic) and the United Nations Headquarters.
