The National Assembly will vote to amend and supplement a number of articles of the Constitution and the Law on Organization of Local Government (amended).

Continuing the 9th Session program, on the morning of June 16, the National Assembly voted to pass the Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution.

The key content of amending and supplementing the 2013 Constitution is the regulations related to the Vietnam Fatherland Front, socio-political organizations; the regulations in Chapter IX to implement the 2-level local government organization model.

There are transitional regulations to ensure local government operates smoothly, without interruption, in accordance with the roadmap for implementing the arrangement and merger of administrative units at the provincial and commune levels, without district-level organizations...

The draft Resolution has amended and supplemented Clause 1, Article 84 of the 2013 Constitution in the direction that "The Central Committee of the Vietnam Fatherland Front and the central agency of a socio-political organization have the right to submit the draft law to the National Assembly and submit the draft ordinance to the National Assembly Standing Committee".

This helps promote the contribution of agencies and organizations in the political system to the management and operation of the country through the promulgation of laws and proposals for the development of laws.

Therefore, the Committee for amending the Constitution proposes to retain the right to submit draft laws and draft laws of central agencies of socio-political organizations.

At the meeting, the National Assembly voted to pass the Law on Organization of Local Government (amended).

The National Assembly will vote to pass the Law on Teachers.

The National Assembly will vote to pass the Law on Employment (amended).

The National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Advertising.

The Minister of Construction, authorized by the Prime Minister, presented the submission (supplement) of the draft Law on Railway (amended).

The Chairman of the National Assembly's Committee on Science, Technology and Environment presented a report on the review (supplementation) of the draft Law on Railway (amended).

After the above contents, the National Assembly discussed in the hall about:

+ Draft Resolution of the National Assembly on tuition exemption and support for preschool children, primary school students, and students studying general education programs at educational institutions in the national education system.

+ Resolution of the National Assembly on popularizing preschool education for preschool children aged 3 to 5.

At the end of the discussion session, the Minister of Education and Training spoke to explain and clarify a number of issues raised by National Assembly deputies.

On the same afternoon, the National Assembly discussed in the hall the draft Law on the participation of United Nations peacekeeping forces.

General Phan Van Giang - Politburo member, Minister of National Defense delivered a speech explaining and clarifying a number of issues raised by National Assembly deputies.

The National Assembly then discussed in groups: Draft Law on Railway (amended), investment policy for the Ho Chi Minh City Ring Road 4 Construction Investment Project.
