Request the US to promote cooperation with Vietnam in technology transfer

On January 10, Prime Minister Pham Minh Chinh received US Ambassador to Vietnam Marc Knapper to say goodbye on the occasion of the end of his term of office.

At the reception, Politburo Member, Prime Minister Pham Minh Chinh congratulated Ambassador Marc Knapper on his successful term in Vietnam with many outstanding achievements; acknowledged the Ambassador's positive contributions in promoting Vietnam-US relations to develop effectively, sustainably and deeply.

Prime Minister Pham Minh Chinh highly appreciated the close coordination of Ambassador Knapper and the US Embassy contributing to the major milestones of bilateral relations in the past 4 years, especially the upgrading of relations to the level of Comprehensive Strategic Partnership, creating a solid foundation to bring relations between the two countries to a new stage of development.

The Prime Minister reaffirmed that Vietnam is steadfast in implementing the foreign policy of independence, self-reliance, self-strengthening, peace, friendship, cooperation and development, multilateralization, and diversification; and at the same time maintains the "four-zero" defense policy.

Vietnam attaches importance to relations with the United States, wishing to continue to strengthen the Comprehensive Strategic Partnership, for the benefit of the people of the two countries, for peace, cooperation and development in the region and in the world. In the coming time, the two countries need to continue to promote delegation exchanges at all levels, thereby strengthening political trust and creating motivation to strengthen bilateral relations.

Prime Minister Pham Minh Chinh emphasized that economic and trade cooperation is an important pillar of Vietnam-US relations; highly appreciated the role of Ambassador Knapper in opening up markets for goods of the two sides, promoting US businesses to increase investment and expand operations in Vietnam.

The Prime Minister requested the US to promote cooperation with Vietnam in the field of technology transfer and digital transformation; soon recognize Vietnam's market economy regulations and remove Vietnam from the list of countries restricting high-tech exports (D1, D3).

The Prime Minister expressed his belief that the two sides will soon conclude negotiations on a reciprocal, fair and balanced trade agreement, creating a foundation for stable the business environment, bringing practical benefits to the business communities of the two countries.

The Prime Minister assessed that the cooperation in overcoming the consequences of war is of particular significance and importance, helping to build trust, promote reconciliation and enhance mutual understanding; acknowledged Ambassador Knapper's persistent efforts and requested the two sides to continue to strengthen cooperation in this field.

For his part, US Ambassador Marc Knapper expressed his pleasure to witness the relationship between the two countries developing more and more substantively and comprehensively in all fields; continuing to be a model in international relations; and thanked Prime Minister Pham Minh Chinh for his support for the development of bilateral relations.

The Ambassador shared the assessments and proposals of Prime Minister Pham Minh Chinh; agreed that the two sides need to continue to expand cooperation further in key areas such as politics - diplomacy, security - defense, trade - investment, energy, humanitarian and war recovery, science - technology, training high-quality human resources...

The Ambassador expressed his belief that the Vietnam-US Comprehensive Strategic Partnership will continue to grow stronger; affirming that in any position, it will continue to be a friend of Vietnam and contribute to the relations between the two countries.
