The Ministry of Home Affairs has just completed the draft Resolution of the National Assembly Standing Committee regulating the number of Vice Chairmen of the People's Councils (PCs), Deputy Heads of thePCs at the provincial and commune levels and the arrangement of full-time People's Council delegates at the provincial and commune levels to the Ministry of Justice for appraisal.
According to the Ministry of Home Affairs, the development of a draft Resolution of the National Assembly Standing Committee regulating the number of Vice Chairmen of People's Councils, Deputy Heads of Committees of People's Councils at the provincial and commune levels and the arrangement of full-time People's Council delegates at the provincial and commune levels are necessary to create a synchronous and unified legal basis for the organization and operation of the People's Councils at the provincial and commune levels when operating local governments at the two levels.
In the draft Resolution, the Ministry of Home Affairs proposes regulations on the arrangement of People's Council delegates at the provincial and commune levels to hold full-time activities.
The Provincial People's Council can arrange full-time People's Council delegates for the following positions:
Chairman of the People's Council; Head of the People's Council Committee; Member of the People's Council Committee.
The arrangement of full-time People's Council delegates of the Hanoi City People's Council is implemented in accordance with the provisions of the Capital Law.
The People's Council at the commune level can arrange full-time People's Council delegates for the following positions: Chairman of the People's Council; Head of the People's Council's Committee.
Vice Chairmen of People's Councils and Deputy Heads of Committees of People's Councils at the provincial and commune levels are full-time People's Council delegates.
The arrangement of full-time People's Council delegates of the Provincial and Commune People's Councils as prescribed in Clauses 1 and 3 of this Article shall comply with the provisions of this Resolution and the provisions of competent authorities.
