The Ministry of Home Affairs has just completed the draft Resolution of the National Assembly Standing Committee regulating the number of Vice Chairmen of the People's Councils (PCs), Deputy Heads of thePCs at the provincial and commune levels and the arrangement of full-time People's Council delegates at the provincial and commune levels to the Ministry of Justice for appraisal.
In the submission of the draft Resolution, the Ministry of Home Affairs said: The development of a draft Resolution of the National Assembly Standing Committee stipulates the number of Vice Chairmen of People's Councils and Deputy Heads of Committees of People's Councils at the provincial and commune levels and the arrangement of full-time People's Council delegates at the provincial and commune levels is necessary to create a synchronous and unified legal basis for the organization and operation of the People's Councils at the provincial and commune levels when operating local governments at the two levels.
Based on Conclusion No. 187 of the Politburo and the Secretariat (on the orientation of the number of deputy heads of agencies and organizations in the political system), the draft Resolution stipulates that the commune level has 1 Vice Chairman of the People's Council.
According to the proposal of the Ministry of Home Affairs, each Committee of the People's Council at the commune level is calculated with an average of 2 Deputy Heads of the Committees.
Based on the scale of natural area, population, classification of administrative units, urban classification, economic scale, practical situation of the locality and the orientation of the Standing Committee of the Provincial Party Committee and City Party Committee, the Standing Committee of the Provincial People's Council shall specifically decide on the number of Deputy Heads of the People's Council in each commune-level administrative unit to ensure that the total number of Deputy Heads of the People's Council at the commune and city level does not exceed the total number calculated according to the average framework prescribed in Clause 1 of this Article.
