On March 31, Senior Lieutenant General Nguyen Quang Ngoc - Member of the Party Central Committee, Deputy Minister of National Defense - chaired the Conference of Heads of the Ministry of National Defense to work with the General Department of Logistics and Technology and agencies on deploying a number of tasks according to the conclusion of the Minister of National Defense.
At the conference, representatives of leaders of functional agencies under the General Department of Logistics and Technology reported to Senior Lieutenant General Nguyen Quang Ngoc on the work of building and designing a model of the Headquarters of the Military Command (CHQS) at the commune level; the work of removing from the payroll, handling barracks works in the Ministry of National Defense; research results, proposals for improvement, and production of military equipment suitable for the climate and practical living and combat of soldiers.
Implementing the conclusion of General Phan Van Giang - Member of the Politburo, Deputy Secretary of the Central Military Commission, Minister of National Defense on proposing a model house for the Headquarters of the Commune-level Military Command, the General Department of Logistics and Technology directed the Institute of Design to conduct research and proposals.
Accordingly, the design of the Headquarters of the Commune-level Military Command must meet the requirements of organizational staffing, equipment, working conditions, living conditions and activities of cadres, staff, and militia; and at the same time ensure the requirements of combat readiness and performing military and national defense tasks in the area.

Regarding the research results and proposals for improvement and production of military equipment suitable for the climate and practical life and combat, according to the report of the Department of Military Supplies (General Department of Logistics - Technology), current military equipment products basically meet the requirements of use of soldiers, ensuring uniformity and regularity throughout the army.
In the current conditions, new raw materials can be applied along with advanced and modern technology and techniques to produce military equipment products. In the immediate future, focus on researching a number of products such as: screens, multi-purpose hammocks, backpacks, cotton coats, sedge mats, military clothing fabrics... Products need to ensure compactness, good water resistance, convenience, and versatility when carried in marching and mobility by soldiers.
It is expected that from now until June 2026, the research and design will be completed; From June to September 2026, preliminary preparation and testing will be carried out, summarizing and reporting the results to Heads of all levels.
Speaking at the conclusion of the conference, Senior Lieutenant General Nguyen Quang Ngoc requested the General Department of Logistics and Technology to continue to research and complete the model design of the Headquarters of the Commune-level Military Command, ensuring uniformity in the scale of the project, architectural form, and function of use; and at the same time fully deploy all aspects of military work, Party work, political work, and logistics and technical work.
Along with that, it is necessary to study and forecast investment limits; shorten the implementation time of steps in the investment preparation phase, creating conditions for rapid and unified construction deployment nationwide.
Regarding the research and proposal for military uniform improvement, Senior Lieutenant General Nguyen Quang Ngoc requested that agencies calculate many options to ensure compactness, lightness, durability, versatility, and convenience in marching and mobility.
