Currently, the Ministry of Home Affairs is drafting a Decree amending and supplementing Decree 170/2025 on recruitment, use and management of civil servants, which proposes adjusting regulations on subjects and conditions for receiving to become civil servants.
According to the draft, the subjects that can be received include: Experts, scientists, jurists, good lawyers; public employees; salaried people in the army, police, cryptography; leaders and managers at state-owned enterprises; people who were former cadres and civil servants transferred to other positions; people working in associations assigned tasks by the Party and State; non-specialized commune-level workers before July 1, 2025 and young intellectual volunteers.
Recruited people must meet the standards for civil servant recruitment according to regulations, not during the period of discipline. Some groups of subjects must have at least 5 years of work suitable for the job position and have compulsory social insurance contributions.
Assessing this proposal, Assoc. Prof. Dr. Nguyen Thi Thu Hoa - Head of Public Management Department (University of Economics and Law, Vietnam National University Ho Chi Minh City) said that expanding the subjects to be admitted to work as civil servants is a positive step, which can contribute to attracting high-quality human resources to the public sector.
According to Assoc. Prof. Dr. Nguyen Thi Thu Hoa, this policy helps open the "door" to the public sector instead of just relying on traditional recruitment exams. The reception of experts, scientists, business leaders or public employees with practical experience can supplement the capacity that the public sector is lacking, especially in fields that require in-depth expertise and innovative thinking.
However, the effectiveness of the policy depends on how it is implemented. If only expanding the target group without a mechanism for evaluation, treatment and appropriate use, it will be difficult to attract and retain talented people.
Conversely, if implemented synchronously, this could become an important channel to supplement human resources with qualifications and practical experience for the public sector, contributing to improving the quality of policy planning and implementation.

Regarding the regulation that some subjects must have at least 5 years of service when recruited as civil servants, Assoc. Prof. Dr. Nguyen Thi Thu Hoa said that this is a necessary condition to ensure the input quality of the team.
This requirement helps to screen people who have practical experience, avoiding formal reception or relying solely on degrees.
In the public sector, especially in positions of advising and implementing policies, practical experience is very important because work not only requires knowledge but also the ability to handle situations, coordinate and bear public service pressure" - Assoc. Prof. Dr. Nguyen Thi Thu Hoa assessed.
However, Assoc. Prof. Dr. Nguyen Thi Thu Hoa also noted that 5 years of experience is only a necessary condition, not a sufficient condition. The quality of the team also depends on correctly assessing capacity, the level of suitability for the job position as well as the arrangement and use after receiving it.
The Ministry of Home Affairs said that more than 120,500 non-specialized workers at the commune level nationwide will have their activities terminated.
According to Decree 33/2023/ND-CP of the Government on the title of non-specialized personnel at the commune level, the number of non-specialized commune-level officials is calculated according to the type of commune-level administrative unit, specifically: Type I is 14 people; type II is 12 people; type III is 10 people.
The title of non-specialized worker at the commune level is regulated by the Provincial People's Committee submitting to the Provincial People's Council.
