On the afternoon of October 17, the National Assembly Standing Committee gave its opinion on the draft Resolution of the National Assembly on a number of breakthrough mechanisms and policies for the work of protecting, caring for and improving people's health.
Presenting the report, Minister of Health Dao Hong Lan said that the draft resolution proposes 4 groups of policies: Regarding reducing people's health costs; policies on regimes, salaries and allowances for medical staff; policies on specialized training in the health sector and policies on land, tax and finance.
The draft resolution proposes that from 2026, periodic free health check-ups should be conducted at least once a year by target group and priority roadmap.
Coordinate between periodic health check-ups, free screening, health checks of students, occupational health check-ups, health check-ups for workers according to regulations and health insurance examinations and treatments to provide free examinations and complete the creation of electronic health books for all people.
The Government also proposed that by 2030, the hospital fee exemption policy will be implemented according to the roadmap in accordance with the country's socio-economic development conditions and the balancing capacity of the Health Insurance Fund and the increase in health insurance contributions from 2027.
People are exempted from hospital fees at a basic level within the scope of health insurance benefits. Health insurance participants who are social policy beneficiaries, disadvantaged people, low-income people and some other beneficiaries who need priority will receive an increase in their benefit level within the scope of health insurance benefits.
In addition, it is proposed that from 2027, the benefit level within the scope of health insurance benefits will be implemented at 100% for subjects in near-poor households, and for the elderly aged 75 and over who are receiving social pension benefits.

Representative of the agency reviewing the draft resolution on this content, Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh said that the Standing Committee of the Committee proposed to transfer the content of " periodic health check-ups or free screening at least once a year from 2026" to the draft Law on Disease Prevention (reviewed and approved at the 10th Session).
It clearly stipulates the principles of financial mechanisms, subjects of application, priority roadmap, implementation time and assigns the Government to specify in detail.
At the same time, this agency also proposed to clarify the content of "basic hospital fee exemption" within the scope of health insurance benefits.
At the same time, it is necessary to clarify whether the hospital fee exemption policy is implemented for public and private hospitals or only applies to public hospitals...
Speaking at the reception and explanation later, Minister of Health Dao Hong Lan said that the payment rate for health insurance beneficiaries is at what level as stipulated in the Law on Health Insurance.
Some people are entitled to 80% ( cospribed by health insurance), the remaining 20% of patients have to pay themselves; some people are entitled to 90 - 95%. These current levels, according to the Minister of Health, are the basic level.
Therefore, on the basis of calculating the budget for these activities to gradually increase the basic level so that patients have less to pay for medical examination and treatment.
In his concluding remarks, Vice Chairman of the National Assembly Vu Hong Thanh stated that it is necessary to ensure the breakthrough of the draft Resolution; perfect regulations on reducing health costs for people; financial policies, land policies, taxes need to be clear and in accordance with regulations.
In addition, there is an official view on the content related to developing high-quality human resources, intensive training, specifically in the health sector, avoiding over-row training.
